Veterans Affairs, Veterans Health Administration Supervisory Diagnostic Radiologic Technologist in Omaha, Nebraska

Summary As a Supervisory DRT, the incumbent has the responsibility for providing oversight of inpatient and outpatient clinics, operating rooms, Emergency and ICU areas throughout the medical center and offsite locations. Incumbent has direct supervisory responsibilities of the General radiology, bone densitometry (DEXA), CT, and MRI technologists, as well as Radiography students. Responsibilities Incumbent directly supervises, evaluates, and directs work performance of subordinates in General X-ray, CT, IR, MRI and PACS. Subordinates range in grades from 5-11. Directs the technical services and programs that support this complex hospital facility, VA satellite clinics in surrounding communities, and VISN 23. These services provided are direct and have a significant impact in other multi-mission organizational units' ability to provide critical patient support. The incumbent's ability to identify and implement methods for improving the efficiency and effectiveness of performing these services and the liaison role the incumbent plays affect the overall operational services to our Veteran patients, their families, and the community. Assists with coordination and management aspects of radiology and imaging services to achieve optimal utilization of the available resources to include scheduling, funding, space, equipment, and support purchases. Coordinates the patient flow through service agreements with other departments (OR, ER, ICU etc.) to meet the imaging needs of other services in the facility. Plans and coordinates work to be accomplished by general radiology, DEXA, CT, and MRI technologists. Sets and adjust short-term and long-term priorities and prepares schedules for goals for completion of assigned tasks. Plans work schedules to assure an even flow and distribution of work, explains work requirements and assigns work on a daily and weekly basis, sets deadlines and priorities, reviews work in progress or upon completion by spot checking, and directs on the job training for employees and provides back-up skills by cross-training. Advises employees of performance requirements of their positions, keeps them informed of progress in meeting the requirements, and prepares formal evaluations of employee performance during annual appraisals. Assigns work based on priorities, consideration of difficulty and requirements of assignments, and capabilities of employees Decides on training needs and training requests related to employees, and reports these needs to the Chief Technologist Develops position descriptions, performance standards and competency programs, and ensures completion of initial competency and validation of ongoing competencies. Makes decisions on work problems presented by facility supervisors, administrators, facility team leaders, similar personnel, and contractors Provides advice, counsel, or instruction to employees on both clinical and administrative matters. Works with union representatives on matters involving action by an immediate supervisor. Follows established Quality Assurance (QA) guidelines and protocols to ensure integrity, availability, authenticity, and confidentiality of imaging data transmitted by the various modalities. This requires personally previewing imaging coming from modalities prior to storage in the PACS archive. Incumbent must be professional, cooperative and be able to work with other employees and service lines Assists the Chief technologist in preparing requests for filling of vacancies and participates in selection of employee from interviewed applicants Prepares formal requests and recommendations for promotions, reassignments, quality increases or other performance awards Responsible for the technical aspect of radiologic equipment operation and safety and for carrying out the recommendations of the Radiation Safety Committee. Participates in quality performance/improvement activities and ensures compliance with JCAHO requirements for activities under his/her area of responsibility. Incumbent will ensure productivity is maintained at the established level for the program for which he/she is responsible Responsible for service preparation for external reviews which include Joint Commission, OIG, NHPP, SOARS, etc., This includes updating and revising appropriate policies and assuring that department records are accurate and maintained. The incumbent functions as a ORT with the ability to proficiently operate radiology equipment including diagnostic x-ray, fluoroscopy, DEXA, and computed tomography. Understands the workflow of images to the PACS system and radiologist worklist and troubleshoots as necessary. Supervises and trains rotating x-ray students from various affiliates. Maintains the professional standard of an "Educational Atmosphere" within the Imaging Service Department. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE). English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d). Grandfathering Provision. All persons employed in VHA as a DRT on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the DRT occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) DRTs that require a certification, may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. (2) DRTs that require a certification only at higher grade levels must meet the certification requirement before they can be promoted to those higher grade levels. (3) DRTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (4) DRTs initially grandfathered into this occupation, who subsequently obtain additional education and/or certification that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. (5) Employees who are retained as a DRT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a DRT. Grade Determinations: GS-12 Supervisory Diagnostic Radiologic Technologist Experience: At least one year of experience comparable to the next lower grade level, GS-11, that fully meets the KSAs at that level. These include: i. Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation. ii. Ability to analyze and use data effectively to manage section workload, quality, performance, and productivity. iii. Skill in problem solving and conflict resolution. iv. Ability to supervise technologists performing a wide variety of difficult radiographic exams (CT, MRI, Special Procedures, Mammography, Ultrasound). v. Ability to interview and evaluate candidates for positions, evaluate subordinate performance, recommend appointments, advancements, or recommend or take appropriate disciplinary actions. vi. Skill in participating in organizational facility initiatives, workgroups, and/or committees. AND Knowledge, Skills, and Abilities (KSAs): The candidate must demonstrate the following technical KSAs: i. Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs. ii. Ability to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases. iii. Ability to participate in research studies and/or as a consultant to others conducting research. iv. Ability to consult with staff and resident physicians through patient presentation, attending ward rounds, and specialty clinics and/or conferences, etc. v. Ability to assess, plan, and evaluate the delivery of radiologic technology services at the facility.
