Omaha Public Power District Program Manager T&D Projects - Utility in Omaha, Nebraska

Summary:

The Program Manager T&D Projects is responsible for strategy alignment and coordinative oversight for the safe, efficient and economic execution of electric transmission, substation, and distribution infrastructure projects within the Major Projects program of projects. Major projects are broadly defined as new or rebuilt bulk electric level infrastructure required to connect and integrate new or existing generation assets or supporting infrastructure, including owned renewable (solar, battery, wind) assets, large customer interconnections, or other program level initiatives to reliably serve OPPD's customers.

Position manages projects and programs through collaboration with sponsors, leaders, and subject matter experts across all technical disciplines to comprehensively plan, prioritize, resource, measure and report on progress, delivery, and impact or benefits realization. This role is responsible for maximizing the value of strategic consulting partnerships by serving as the main point of interface between consulting partner and OPPD for all stages of projects in the portfolio from initiation through construction and commissioning, demonstrating agility to accomplish project milestones and deliver outcomes. Close coordination with all internal stakeholder groups will be required for seamless transition from project execution to operational infrastructure in required timelines and budget constraints. Due to the enterprise impact of these programs, there is a requirement to coordinate and provide progress reporting to executives, leaders, and other stakeholders within OPPD.

Position Specific Responsibilities/Accountabilities:

  1. Manages projects/programs from initiation through closeout, within the parameters of cost, quality, safety, schedule and objectives.
  • Manage the detailed scope, quality, performance, schedule and budget of assigned project(s).

  • Ensure stakeholder review and buy-in of scope, objectives, metrics and final project deliverables.

  • Responsible for the pursuit of cost saving and maximizing value on all assigned projects.

  • Provide communication to Board of Directors, Corporate management and Advisory Team for assigned / proposed projects

    1. Provide the required ownership and alignment of the District's many functional areas required to support the execution of transmission, substation, and distribution projects within the Major Projects accountability.
  • Identify, communicate, and drive broad technical and program management decisions on key system configuration and sequencing decisions to optimize system wide outcomes.

  • Provide oversight and guidance to project management, planning, engineering, construction, operations, environmental, and other OPPD staff in a matrixed arrangement to achieve efficient and predictable project deliverables.

  • Provide performance feedback to Managers of the Subject Matter Experts assigned to projects under the Major Projects portfolio of work.

  • Ensure satisfactory processes, controls, tools, and reporting are in place to drive engagement, facilitate feedback, and gain alignment from functional area owners throughout project lifecycles.

  • Ensure external partners build and maintain a competent and capable team of resources accountable and empowered to deliver on the assigned goals.

  • Develop and execute a focused change management experience between internal and external teams to ensure alignment around execution constructs and program deliverables.

  • Coordinate and monitor workflow and working relationships between internal and external staff to ensure clear delineation of role responsibility and consistency of work output.

  1. Implement industry best practices in program life cycle associated processes, execution methodology, and supporting technology solutions to identify, asses, measure, prioritize, and effectively deliver on intended outcomes.
  • Perform evaluation of new projects in collaboration with sponsors and peers to determine optimal constructs to effectively execute all projects within the portfolio, while maintaining awareness of projects outside of the portfolio to preserve strategic alignment.

  • Develop and leverage defined performance analysis and metrics to measure effectiveness of the program strategy and resources, and to ensure that the program quality requirements are fulfilled.

  • Coordinate and monitor all project controls to ensure expectations are met.

  • Ensure team members identify, manage, and mitigate risks consistently and elevate to the Executive Leadership Team or Enterprise Risk Management Committee(s) when appropriate.

    General Responsibilities/Accountabilities:

  • Safety: Promotes and adheres with the District's Safety Manual. Performs all work in the safest manner and stops work if safety related issues exist to people, equipment, and plant/department. Leads and develop the integration of safety policies, procedures, and practices applicable for assigned functions.

  • Compliance: Understands, maintains knowledge, and complies with all OPPD policies, procedures, and applicable Federal and State laws and regulations. Ensuring all internal controls, policies/procedures, and standard practices do not conflict with applicable compliance requirements.

  • Communication: Lead the effective design, delivery, and reinforcement of role/functional specific communication and change management plans to ensure clarity and efficient adoption of changes to any current state working conditions (Policy, Procedure, Standards and/or Best Practices).

  • Continuous Improvement: Lead initiatives to research, identify, and implement opportunities to enhance the operational effectiveness of assigned function(s). Accountable to foster an environment for the assigned area, workgroup, or function that ensures opportunities are identified and implemented when possible.

  • Fiscal Accountability: Accountable for the design and ownership of allocated budget. Ensure topics such as the development and enhancement of talent, technology, products, products and service are aligned to OPPD's & Business Unit's strategic plan. Monitor and report on status on budgetary status. (Variance to Plan/ Capital Expenditures/ OM&A)

  • Cross Functional Working Relationships (CFWR): Define, assign, and ensure adherence to all assigned/applicable CFWR for self & assigned functions/teams. Work collaboratively with Executive and peer representatives to identify and define effective and efficient working relationships, service levels, and expectations across OPPD.

  • Enterprise Risk Management (ERM): Support Strategic Directive-15 (Enterprise Risk Management) through intentional management of each assigned ERM Risk via timely and thorough completion of ERM documentation, implementation and oversight of mitigation strategies, and monitoring of risk environment for significant changes as defined by ERM Responsibilities and Procedures.

    Qualifications

Minimum Qualifications:

Required:

  • Bachelor's degree in engineering, business management or related field or a combination of education and demonstrated work experience that provides the necessary skills to perform the essential job functions.

  • 6-8 years of experience in engineering, operation, or project management of large, complex electric transmission, substation, or distribution projects, managing the delivery of multiple assignments with overlapping priorities & timelines.

  • Evidence of the ability to work with multiple vendors/professional services to deliver on-time/on-budget projects.

  • Experienced in contract creation and management of external partners, along with various project management methodologies and tools.

  • Proficiency with Microsoft suite of office software, with experience in project management software such as Primavera P6, Aconex, Smartsheet, Procore, Autodesk or others.

  • Must have excellent written and verbal communication skills and be able to work with technical, legal, financial, regulatory, government and executive level clients.

  • Must possess a strong working knowledge of substation, transmission, or distribution infrastructure.

  • Previous experience working in and/or leading cross-functional teams of 4 or more individuals with demonstrated ability to influence and effectively collaborate in team environments.

  • Demonstrated planning and facilitation skills.

    Desired:

  • Advanced degree in engineering, business management or related field

  • PMP Certification (Project Management Professional)

  • Combination of experiences on both electrical generation and electrical delivery fields.

  • Prior experience managing project programs or portfolios > $50M+ including management of project teams of 10 or more.

Time Demands:

  • This position is considered a " non-essential position" however; this position may be required to report to work to support the restoration of normal business operations.

  • Maintain regular and predictable attendance in alignment with Departmental policy.

  • Must be available for overtime work and call-outs as required to ensure continuance of efficient operation.

Environment:

Office: Work will be performed in a modern office environment amid normal conditions of dust, odors, fumes, and noises.

Physical Demands:

Must have the ability to: work on multiple tasks at one time; work under stressful situations; operate a computer and other office equipment; move about the Company and interact with all levels of the Company. Occasional local, interstate, or international travel may be required.
