  POSITION DETAILS

  This is a full-time (40 hours) position, typically Monday-Friday, between 8:00am and 4:30pm, though some weekend hours may occasionally be necessary. The position may include opportunities for a hybrid schedule that includes telework. Some domestic travel may also be required. DEEP is seeking an enthusiastic and organized person to fill an important role in a fast-paced environment. This position will be assigned to the Boating Division’s Education & Outreach Section which is responsible for promoting safe and environmentally responsible recreation on Connecticut’s waters through boater safety education, public outreach and engagement, and partnership with multiple stakeholders.   PURPOSE OF JOB CLASS (NATURE OF WORK)

  In the Department of Energy and Environmental Protection this class is accountable for independently performing a full range of tasks assisting in administering the Boating Safety Education or Hunting Safety programs.

  EXAMPLES OF DUTIES

  Specific responsibilities will include but not be limited to:

• Administer, plan, coordinate, and execute the mandatory boating safety education program; schedule boating courses statewide and ensure adequate courses are available to all Connecticut boaters; recruit, train, qualify and direct volunteer instructors and paid seasonal staff to ensure program goals are met; provide annual oversight, education and law updates to private educators; evaluate students and instructors; serve as agency expert on mandatory boater education and certification program and Division-sponsored boating education courses; stay abreast of national trends and concerns; serve on appropriate national boating safety committees.

• Administer other boating safety and environmental education programs; develop courses and workshops; coordinate state boating education activities with US Coast Guard Auxiliary, US Power Squadrons, and others; address groups and the media regarding boating safety and environmentally sound boating practices; prepare reports and presentation materials for federal requirements, general public, stakeholders, media, and policy makers; provide material for teaching boaters about safe and clean boating practices; work at boat shows and other boating safety events; plan, coordinate, execute, and monitor training programs for municipal, state, and federal agencies; develop and teach various education programs for marine police officers including navigation laws and on-water skills; administer the life jacket wear program for law enforcement agencies statewide; teach boating instruction at the annual law enforcement seminar; hire and supervise paid seasonal staff to oversee the state boat launch monitoring program to provide Vessel Safety Checks and prevent the spread of aquatic invasive species.

• Develop curriculum goals and objectives for classroom, online, and on-water courses to national and state standards for boating safety and environmental education; participate in the development of strategic and annual marketing planning and evaluation; develop in-house curriculum and approve private course curriculum as meeting National Association of State Boating Law Administrators and State of Connecticut requirements; coordinate and maintain records of private providers who teach certification classes and ensure continue qualifications; develop strategic planning for boating education classes aimed at paddlers and other boaters not required to be educated; consult with stakeholders and partners in developing plans; interpret boating accident statistics and other data to continually improve Connecticut’s boating safety instruction; and recommend rule and policy changes to reduce boating fatalities, injuries, and accidents.

• Collaborate to ensure the development of annual media plans, including a schedule of news and social media releases; develop, edit, and review for accuracy and clarity all agency and program website content, press releases, social media posts, public service announcements, media campaign content, brochures, fact sheets, and other materials produced by the agency on appropriate boating safety and environmental stewardship topics.

  MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience providing training in the areas of boating safety, marine navigation and maritime studies.

NOTE: This experience is interpreted as full-time or volunteer training in the fields of boating safety, marine navigation and maritime studies.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

• College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

• A Master's degree in education may be substituted for one (1) additional year of the General Experience.

  PREFERRED QUALIFICATIONS

• Experience working with state and federal laws and regulations pertaining to the principles and practices of navigation and recreational boating safety;

• Experience operating recreational vessels, trailering vessels, and using boating safety equipment;

• Experience with the principles and practices of educational methods including curriculum development, lesson planning, and formation of learning objectives;

• Experience organizing and evaluating boating safety training programs;

• Experience conducting boating safety instruction or classes;

• Experience using computer programs to create presentations including data visuals for those presentations;

• Experience leading or supervising a team;

• Experience collecting, analyzing, managing, and displaying statistics;

• Experience using boating terminology while communicating orally and in writing.

  SPECIAL REQUIREMENTS

• Incumbents in this class may be required to travel.

• Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

• Incumbents in this class must possess at time of appointment and maintain during employment current boating safety instruction certification issued by the Department of Energy and Environmental Protection.

  PHYSICAL REQUIREMENTS

  Incumbents in this class must have sufficient strength and stamina to perform the duties of the position. A physical examination is required. A swim test may be required before employment. All candidates must be able to swim 100 yards unassisted.

  WORKING CONDITIONS

  Incumbents in this class may be exposed to some risk of injury from drowning and/or handling firearms.
