Leader Communications Inc. Program Manager in Oklahoma City, Oklahoma

Position Summary

Centralized management for all assigned projects, programs, task orders, and contracts administered in support of the Program Management Office. Provides guidance to project teams, focus groups, multifunctional teams and management in development of new applications and formulating contingency plans in areas such as schedule revisions, manpower adjustments, fund allocations, and work requirements. Establishes executable baselines and manages program risks and opportunities in accordance with specific financial and operational obligations. Supports project teams to ensure objectives and contractual obligations are met while ethically conducting business in accordance with (IAW) sound business practices. Supports and participates in negotiations with prospective customers. Determines customer requirements and translates these requirements into operational plans. Determines, monitors, and reviews schedules, staffing requirements, and interdependencies among programs and contracts. Analyzes current situations and changes in major program scope to develop business plans, strategy, and targeted customer audience to achieve acceptance of new business opportunities. Develops customer and program enhancing partnerships with internal functional organizations such as contracts and procurement, finance, business development, quality control, human resources, and administrative functions. Individuals must be able to attain and maintain a valid U.S. Government security clearance in order to be retained in the position.

Duties & Responsibilities

  • Plans, organizes, and manages personnel assigned to each assigned effort, to ensure compliance with legal and regulatory requirements and meeting the customer’s needs

  • Sets and adjusts priorities and prepares schedules; assigns work based on organizational priorities and consideration of difficulty and requirements of assignments such that experience, training, and abilities of staff are effectively and efficiently utilized to meet organizational and client needs; balances workload and provides guidance and direction on a wide range of contract and administrative issues

  • Coordinates resources, develops goals, and integrates objectives across all assigned efforts administered by the PMO; researches, analyzes, interprets, and applies guidelines in meeting business objectives

  • Develops policies and procedures, evaluates program goals and adjusts or redefines objectives necessitated by changes in program or mission support requirements, revisions in operational concepts, or introduction of new or revised system or item issues

  • Accomplishes project/program planning, development, and implementation of a comprehensive program management office that integrates several specialized contracts and service areas

  • Leads the analysis, development, and documentation of program, acquisition, strategic planning, and resource requirements; provides justification and defense; and recommends enhancements

  • Interfaces with customers at all levels to resolve issues

  • Develops recommendations, reports, correspondence, and presentations

  • Develops and maintains favorable working relationships with responsible individuals in staff, support, and operating activities

  • Coordinates plans and schedules with other organizational managers and customers; identifies the need for changes in priorities and takes action to implement such changes

  • Anticipates clients’ needs and recommends solutions to improve/expand services to their customers

  • Develops and managers client processes and defines program goals and objectives utilizing best practices and standards

  • Serves as the project’s liaison to process new employees in regards to facility security, access credentials, and computer system access

  • Serves as the primary interface between LCI field-site personnel and LCI’s Corporate Team

  • Works closely with and guides Contract Project Managers and Leads in the monitoring of employee performance and production, ensuring accurate and timely submission of employee documentation, contractual deliverables, and corporate requirements

  • Conducts interviews to meet/maintain staffing requirements placing qualified individuals to meet operational requirements

  • Provides operational information, organization charts, and program metrics per established processes

  • Supports LCI’s Quality Program by ensuring contract deliverables are provided IAW applicable Government regulations and instructions

  • Supports LCI’s Business Development efforts to include proposal and capture support and marketing efforts

Education & Experience Requirements

  • Bachelors in Business, Information Technology, Telecommunications, or Engineering-related discipline; Master’s preferred

  • Program or Project Management certification

  • Minimum of 10 years related experience supporting DoD/federal government agencies

  • Experience managing large contingencies of personnel supporting DoD organizations and programs

Skill & Certification Requirements

  • DoD Program Planning/Management, to include knowledge of/experience with systems, organizations, and locations

  • Highly proficient in business software applications (i.e.: Microsoft Office – Outlook, Word, Excel, Project, SharePoint, and PowerPoint)

  • Strong ability to lead, guide, and mentor personnel and multi—task

  • Position requires sitting, for long periods of time. (Sedentary Work)

  • Most duties require extended use of a keyboard and computer monitor

  • Extended Telephone Use

  • May require lifting of 20-50 lbs
