Federal Aviation Administration Architect (Team Lead) in Oklahoma City, Oklahoma

Summary The Architect serves as the Team Lead in the Architecture and Engineering Division, AMP-400. The Team Lead performs multiple, varying and highly complex and challenging projects under the minimal direction of a manager or other experienced professional. Responsibilities The Team Lead directs and assigns work of team members. Approves/disapproves leave requests. Reports to the manager on performance, progress, training needs of employees and on disciplinary problems. Makes suggestions to manager as requested regarding promotions, reassignment, recognition, and personnel needs. Resolves simple informal complaints of employees and refers others to the manager. Applies experience and comprehensive knowledge of architect or engineering principles, theories, concepts applicable to planning, development, design and construction of projects. Applies experience in architecture/engineering design and green building and sustainable design. Evaluate and incorporate the latest developments in design and construction. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Assignments and responsibilities include: 1) Has the overall authority, responsibility, and accountability for planning, scheduling, coordination, design and construction of new, or the repair, alteration, or restoration of existing facilities (i.e., advanced automated NAS training and equipment facilities, administrative office complexes, medical research facilities, aircraft hangar buildings, computer/data processing facilities, automated warehousing and NAS test bed facilities, and state-of-the-art simulation facilities and related support structures); 2) Professional review including advising on the technological and economic feasibility of processes, systems, and equipment utilized in the design and construction of new NAS training and equipment facilities and related support structures, including: (a) the resolution of complex design and/or construction problems, and (b) providing the appropriate design direction to agency officials, client agencies, and consulting A&E firms; 3) Oversee analytical studies (many which are of the state-of-the-art) accomplished by others either in-house or under contract to derive new functional designs; 4) Coordinating the preparation of complete design and construction documents, encompassing functional tasks such as planning, scheduling, organizing, controlling, coordinating, reviewing, and approving design and construction work performed by others; 5) Prepare presentations, papers and reports to support a position and to further the objectives of the facilities design and construction program. Prepares reviews and recommends approval of reports on projects, program and other work activities for internal and external distribution. Develop briefings to convey strategic vision and/or organizational policies to internal and external audiences; 6) Prepare budgetary cost estimates with a high level of detail to present to management. Prepares project schedules and reports progress of project milestones; 7) Acts as the Contracting Officer Representative and provides the Contracting Officer with technical oversight of construction activities. Provides subject matter expertise in providing technical guidance and instruction both internally and externally to address diverse complex issues which often involve multiple projects, programs and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with management to identify and resolve problems; 8) The position is responsible for the interpretation, review and analysis of architectural/engineering design concepts, reviews A/E consultant works for compliance with program requirements, current energy policies, and reviews construction activities for compliance with contract documents. Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. The position requires the incumbent to be registered as a Professional Architect. Requirements Conditions of Employment We are not accepting applications from noncitizens. Qualifications BASIC REQUIREMENTS 1. Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR 2. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: 1. Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. 2. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. AND To qualify for this position at the FV-J (FG/GS-14) level, in addition to the Basic Requirements you must demonstrate in your application that you possess at least one year of Specialized Experience equivalent to FV- I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience: includes experience as a registered Professional Architect or licensed Professional Engineer (PE) in either architectural designs or engineering designs; experience performing peer reviews of other licensed Architects and Engineers; experience in facility design, construction, regulatory and code compliance. AND In addition to the minimum qualifications, the following has been determined to be a Selective Placement Factor (SPF) for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position.
