County of Montgomery OCY Fiscal/Budget Director in Norristown, Pennsylvania

The OCY Fiscal/Budget Director is responsible for financial and business planning and budgeting for the Office of Children & Youth. The position oversees daily financial operations and long-term financial planning, including developing the processes, reports and guidelines needed to build and maintain the financial health of the department, and coordinating finance department staffing. The position manages the County's Child Welfare Program budget which includes revenues and expenditures for the Office of Children and Youth, Juvenile Probation Office and Youth Center and engages in financial analysis in such areas as forecasting, budgeting, engaging in cost reduction analysis, and reviewing operational performance. 

  • Conducts research and analyzes financial reports to develop expenditure and revenue strategies for the organization.  Analyzes fiscal plans and develops goals.  Prepares special reports and proposals.  Completes fiscal review of new regulations, statutes, and case laws and develops various possible proposals to mitigate impacts. Uses historical analysis and financial projections, to leverage available resources related to staffing, purchase of contracted services and operational needs. Prepares a balanced budget to provide services at a level directed by the County.  Makes the best possible use of available funds, conscious of the need to operate the efficiently and effectively. The prepared/recommended budget is in an intelligent and accessible format. Possesses awareness of the importance of financial planning and accounting controls;
  • Accomplishes financial objectives by forecasting requirements, preparing annual County and state Department of Human Service budgets, preparing invoices, tracking expenditures, analyzing variances and initiating corrective action. Oversees the budget, prepares financial reports and develops goals and strategies. Responsible for audits for accounting and compliance required for federal, state and county operations.  Oversees completion of county, state and federal financial reports and invoices on monthly, quarterly and annual basis, as required by statutes and regulations. Develops, implements and evaluates departmental policies and procedures to assure operational compliance and effectiveness. On a daily basis, the position examines budgets, track expenditures and income, and complete federal, state and local budget invoices and reports;
  • Directs all financial activities through supervision of employees within the department.  Supervises the timely and competent analysis of budgets, cash flow, operating results, and business plans to determine rates of return, capital/cash flow requirements, etc. Manages the activities of staff to ensure that work is completed on a timely basis and that company policies and procedures are followed.  Analyzes and resolves work problems or assists employees to resolve problems.        Initiates the selection and hiring of employees, trains and evaluates employees to enhance their performance, development, and work product.  Addresses performance issues and makes recommendations for personnel actions.  Recommends measures to improve processes, employee performance, and quality of service provided;
  • Responsible for implementation of financial program projects to accomplish state requirements for information sharing and reporting. Oversees and participates in the analysis of management information, request for proposals, project designs; identifies issues and discrepancies; conducts needs analysis; projects consequences of proposed actions; formulates recommendations.  Manages, directs and evaluates assigned staff in coordination of special projects.  Utilizes various financial flow charts, statistical and management reports for the purpose of analyzing and compiling studies or recommendations.  Assists with establishing short and long-term goals; outlines department objectives.  Manages projects in connection with departmental and trategic planning.  Prepares impact analysis for assigned projects;
  • Contributes to departmental functioning by maintaining a collaborative relationship with co-workers in day to day interactions.  Accepts professional responsibility of position.  Willing to accept new, additional or unfamiliar responsibilities.  Conducts and participates in/on a variety of task forces, meetings, committees, and/or training sessions.

MINIMUM EXPERIENCE AND TRAINING:   

  • Ability to gather, assemble and analyze information and apply to administrative decision-making;
  • Knowledge of computer operations and programming;
  • Ability to understand and implement application of hardware and software operations;
  • Knowledge of spreadsheet software applications;
  • Knowledge of grant application procedures and regulatory fiscal documentation and reporting;
  • Knowledge of financial reporting comprehension and analysis;
  • Knowledge of personnel management;
  • Ability to apply statutory and regulatory requirements to fiscal, budgetary and service delivery aspects of a child welfare department;
  • Administrative analysis skills;

MINIMUM EXPERIENCE AND TRAINING:

  • Bachelor's Degree in Business Administration, finance or a related field, supplemented by a minimum of ten years of experience working in a large organization resulting in extensive knowledge and experience in fiscal operations and management;
  • Experience in a public/governmental organization is beneficial but not required.

  • Ability to travel throughout County, Region and State approximately 20% of the time.  Must work after regular work hours 25% of the time and be available to attend special evening and weekend events and meetings.
