County of Montgomery Juvenile Probation Supervisor in Norristown, Pennsylvania

SUMMARY

The Supervisor is responsible to oversee daily operations and provide direct supervision of probation officers in accordance with policies and procedures.  The supervisor has the task of monitoring unit probation officers' duties to ensure caseloads are properly managed and in compliance with the Orders of the Juvenile Court.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assign juvenile offenders and monitor supervision contacts. The supervisor will review such things as prior court history and risk/needs assessment requirements prior to assignment. Regular review of the progress of each probation officer's caseload will be accomplished to ensure that juvenile offenders' criminogenic needs, investigations, court reports, reporting requirements and all court ordered conditions are being met and addressed in a timely manner.  The supervisor is expected to conduct caseload audits, routine case reviews, maintain statistics, and review reports. The supervisor may have to perform probation officer responsibilities, or other duties as needed;
  • The supervisor will guide, monitor, and juvenile probation officers in the performance of their duties making certain that juvenile offender cases are handled properly and to fidelity. The supervisor through individual or unit meetings will use their experience, knowledge of department policy, JJSES expectations and best practices to assist the probation officer in making sound case management decisions;  
  • Every juvenile probation officer is state mandated to complete 40 hours of professional development training per year. The supervisor will maintain accurate records of training hours. The supervisor will train or refer JPO's to appropriate trainings. The supervisor may be asked to develop and conduct trainings for the department as needed;
  • The supervisor will assist with management roles related to departmental operations, office management, as well as the creation, implementation of department policy and procedures.  The Supervisor will be expected to participate in all management meetings. The supervisor will provide input for management decisions and is responsible for relaying departmental policy additions and/or changes to their team members through individual or unit meetings. The supervisor will supply the management team, with feedback from staff related to policy issues. The supervisor is responsible for their team's performance and compliance with departmental assignments. The supervisor may be asked to assist in the departmental hiring process and will as well be expected to effectuate corrective actions and progressive discipline with probation officers they oversee;
  • Review of Field/Community Contact Sheet and/or data logs, maintain daily schedules of the members of their respective units, ensure the EIO Board is being utilized as expected and that the juvenile probation officer is well prepared for court appearances;
  • Supervisors are expected to maintain positive working relationships with a variety of entities including but not limited to the Courts, other departmental Supervisors, cross system governmental relationships, treatment agencies, school district personnel and police;

QUALIFICATION REQUIREMENTS

  • Knowledge of department policy and procedures;
  • Excellent oral, written, organizational and communication skills;
  • Knowledge of court procedures and processes;
  • Knowledge of mental health issues and treatment strategies;
  • Knowledge of the juvenile case management automated system (JCMS);
  • Counseling and/or case management experience;
  • Knowledge of juvenile probation, the Juvenile Act and J venile Rules of Court;
  • Public safety skills;
  • Knowledge of treatment programs and government agencies;
  • Knowledge of the criminal justice system;
  • Management and leadership skills;
  • A Bachelor's degree and 5 years' experience as a juvenile probation officer or equivalent experience in the field of the criminal justice system;
  • Basic knowledge of Juvenile Justice System Enhancement Strategies (JJSES) to include the Youth Level of Service (YLS) assessment, Motivational Interviewing (MI), Child Trauma Screen (CTS), Trauma Informed Decision Making Protocol (TIDP), Brief Intervention Tools (BITS), etc.
