Spectrum Manager/Experiment Planner - 20-054

Purpose:

Illustrate the capability and capacity that is provided to Navy Warfare Development Command (NWDC) and its missions, functions and tasks through contracted positions serving the function of the Experiment Planner/Installations support SME.

Job Description:

Serve as an Spectrum Manager/Experiment Planner-Engineering Lead to Navy Warfare Development Command (NWDC) experimentation department through facilitation of all installation processes required for surface, sub-surface and air platforms. Equipment installation processes, due to their complexity and lead-time requirements, must be a team effort that includes technical and accreditation SMEs, initiative SMEs familiar with the ship and shore sites, the government installation lead and the experiment team network architecture/integration lead. The candidate must ensure the technical requirements for the experiment are identified early as possible in the project and establish a collaborative working relationship with the government sponsors.

Specific Duties and Functions include:

  • Coordinate development of the Engineering Plan (EP), which is designed to document the command, control, communications, computers and intelligence (C4I) systems, MandS, data collection requirements, technical control requirements and associated architectures. Work closely with the Experiment and Analysis Leads.
  • Coordinate all SPECTRUM approval processes required to for frequency allocation and electronic attack and testing for FLEX events.
  • Conduct the weekly technical teleconference with the experiment participants and update the EP as required.
  • Facilitate the removal equipment temporarily installed to support the experiment.

Minimum Qualifications:

  • Knowledge of the either the Federal Communications Commission (FCC) or the National Telecommunications and Information Administration (NTIA) system certification process.
  • Knowledge of any of the following software: Spectrum Certification System (SCS), Equipment Location Certification Information database (EL-CID) or Spectrum XXI.
  • Experience with Identify Friend or Foe (IFF) equipment or standards.
  • Development of Spectrum related standards and policies
  • Possess working knowledge of Navy Link architectures and setup to include LOS Link and UTJ Link operations.
  • Possess working knowledge of installs equipment or system alterations (e.g.; TEMPALTs, SHIPALTs, ORDALTs, etc.), IAW the directives (i.e.; instructions, drawings, Technical Manuals, MILSPECs, etc.).
  • Ability to analyze, summarize and report on technical and conceptual raw data collected from at-sea experimentation venues.

Job Requirements:

  • Preferred US Military experience (O-1/5, E7-9).
  • Bachelor's Degree in a technical field of study, such as Engineering or Physical Sciences, with coursework or field experience in Decision Analytics, Data Analytics, Applied Statistics, Applied Mathematics, Operations Researc , Systems Analysis, Economics etc.
  • Experience with Spectrum Management.
  • Experience with the Regional Maintenance and Modernization Coordination Office (RMMCO) check-in and check-out procedure.
  • Experience with network architecture and configuration management.
  • Detail-oriented with strong writing and oral presentation skills.
  • Well versed in MS Office applications, with an emphasis on the MS Visio diagrams and capabilities of Excel.
  • Currently eligible for a TS/SCI clearance (will consider Secret).
  • Ability to travel (approximately 25%) and embark Navy ships, submarines and aircraft.
