SAIC Program Analyst Senior Principal in NORFOLK, Virginia

We are currently seeking a highly skilled and motivated Program Analyst Senior Principal to join our talented team. This role requires a balance of technical experience, conceptual thinking, and practical application to manage and evolve systems that integrate our complex IT infrastructure with advanced engineering solutions. Your work will directly impact the effectiveness and efficiency of operations, both internally and for our clients.

Work is performed on site in Norfolk, VA and Virginia Beach, VA.

This position is contingent upon award news Spring of 2026.

Key Responsibilities:

  • Assess, and enhance programs: Requirements Definition, Strategic Planning, and Stakeholder Analysis.

  • Generate Project Charter, Project Management Plan, and After Action Reports.

  • Utilize Agile Scrum methodology and risk management tools to enhance project tracking, coordination, Critical Path Analysis and de-conflict with other projects.

  • Prepare and facilitate informal workshops briefing and applying project Sponsor Project Processes, Procedures, and Program Management best practices for Government audiences.

  • Provide consulting services and analyses for developing project Metrics and Performance Standards based on the project milestones and outcomes that are traceable to the Sponsor's Strategic Intent.

  • Provide consulting support to staff PMs and support personnel in project management principles, techniques and processes to include assessing Project Status, Reporting, Progress Tracking, Control Gates, Data Management, Project Communication, Risk Analysis, and Stakeholder involvement.

  • Manage project portfolio and PMR process to provide oversight for the Sponsor. Assist staff PMs in tailoring presentations for executives in a way that establishes win/win partnerships.

  • Directly support PMs in executing their programs, preparing briefings, documentation, and working with customers, stakeholders, and team members to provide an integrated solution.

  • Organize, update and maintain information repositories including documentation, master schedules, collaboration tools and a wide range of strategic and tactical information.

  • Prepare and update profiles and develop contingency planning documents.

  • Manage and monitor project cost, schedule and performance of major Department of Navy (DoN) and Department of Defense (DoD) projects/programs.

  • Coordinate and collaborate with Customer to manage expectations and ensure timely delivery of systems and products.

  • Responsible for all aspects of contract performance to include implementation, program Life-Cycle Support, and technical assistance.

  • Manage projects to ensure quality, consistency, and operational efficiency in all phases of project delivery, working with DoD personnel, collaborating closely with Project Managers.

Qualifications

Qualifications:

  • Bachelor of Science in Engineering, Computer Science, Management Information Systems, Physical Sciences, or Business.

  • Fifteen (15) years of program management experience supporting Navy Electronics Systems to include: Technology Assessments, Systems

  • Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning.

  • Project Management Skills: strong communication, planning, and organizational skills

  • Project and Program Management proficiency in using project management tools and methodologies in addition to Microsoft products, to include Teams and Skype.

  • Knowledge of Federal Acquisition Regulation (FAR) and Department of Defense (DoD) procurement policies.

  • Must possess or be able to obtain a Department of Defense (DoD) Secret security Clearance.

Desired:

  • Five (5) years' experience or more working with an In-Service Engineering Agent (ISEA) team focused on Maritime Position, Navigation and Timing (M-PNT).

  • PMP certification.

Required Security Clearance:

  • US Citizenship required.

  • Must possess or be able to obtain a Department of Defense (DoD) Secret security clearance.

  • Active Interim Secret or final Secret clearance is preferred.
