The City of Norfolk’s Parking Division is an enterprise fund, which falls under the Department of General Services. The Parking Division operates over 19,000 public parking spaces located in 14 garages, 10 lots and more than 500 on street spaces.

The Department of General Services is seeking a qualified Painter for the Parking Division to prepare surfaces and apply paint and coatings to interior and exterior surfaces, layout and stripe parking lots, and stripe parking lots, and power wash exterior of buildings, parking lots, and equipment. The Painter position will also be required to inspect equipment for safety, perform maintenance duties and monitor paint projects as well as purchase equipment, paint and refinish wood surfaces and repair masonry.

Essential Functions

Essential functions include but are not limited to:

  • Prepares surfaces for painting:

  • Removes old paint with chemicals, scrapers, wire brushes, and sanders.

  • Fills holes, cracks, and joints with putty, plaster, and other fillers.

  • Repairs sheetrock, tapes, muds, and sands area.

  • Performs painting of exterior/interior building components:

  • Doors

  • Windows

  • Ceilings

  • Walls

  • Floors

  • Shelves

  • Platforms

  • Cabinets

  • Moldings

  • Refinishes wood surfaces.

  • Repairs masonry surfaces by staining, sealing, or sanding.

  • Power washes building exteriors, parking lots, sidewalks, and equipment as needed.

  • Sets up/takes down extension ladders, folding ladders, and scaffolding to ensure a safe workplace.

  • Lays off and paints parking lot lines including handicap spaces.

  • Obtains estimates for materials and/or services and submits for purchases order by following procurement procedure.

Education/Experience

Work requires the ability to read and understand written instructions, to understand simple processes and the routine operation of machines. Level of knowledge equivalent to less than high school or equivalency.

Required:

  • One year experience as a Journey Level Painter.

Preferred:

  • Two or more years of experience as a professional (Journey Level) Painter.

  • Ability to set up/take down scaffolding and ladders.

  • Must be comfortable working on scaffolding and ladders of different heights.

Additional Information & Requirements

  • Valid Driver's License required (a DMV transcript dated within 30 days will be required if selected for hire).

Work Location: Boush Street Garage, 112 W. City Hall Avenue Norfolk, VA 23510

Work Schedule:

  • Monday – Friday

  • 7:00AM – 3:30PM

  • Occasional Overtime

Signing Bonus: This position is eligible for a $5,000 signing bonus.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
