Position Summary
The Lincoln County District Attorney's Office is looking for an enthusiastic, passionate, and dynamic individual to add to their team as the Deflection Program Coordinator.
The person in this role will oversee the implementation of the County’s Behavioral Health Deflection (BHD) program in accordance with Oregon House Bill 4002 (2024):
Pursuant to HB 4002 the Behavioral Health Deflection (BHD) Grant Program supports Oregon's federally recognized tribal governments and counties in the development and operation of “deflection programs," defined as a collaborative program between law enforcement agencies and behavioral health entities that assist individuals who may have substance use disorder, another behavioral health disorder or co-occurring disorders, to create community-based pathways to treatment, recovery support services, housing, case management or other services. This position will also be responsible for organizing and working closely with program partners, managing program funds, tracking data, managing referrals to the Deflection program and participant referrals, and assisting with participants’ successful program completion with recommended courses of action.

Essential Functions/Major Responsibilities
Coordination of County’s Deflection Program
Work and coordinate with partners to assist with participants’ successful outcomes in a team environment.
Work closely with Deflection program partners as needed for program operation.
Serve as a link between Criminal Justice Commission, law enforcement, HHS/BHS, and the District Attorney’s Office.
Assist with program development including ongoing evaluation of the effectiveness of day-to-day operations (so appropriate changes can be implemented, and the quality of services is continuously improving).
Collaborate with coworkers and community partners.
Processing functions:
Track and report data required by the Criminal Justice Commission.
Provide notification of deflection program completion to entities responsible for sealing records.
Maintain individual records, prepare necessary reports and summaries of engagement of progress according to established standards.
Manage grant funds.
Enter and retrieve data from a variety of sources including local, state, and federal organizations such as Oregon Law Enforcement Data System (LEDS), National Crime Information System (NCIC), etc., following procedures, policies, and specific requirements of relevant systems.
Maintain confidential and accurate records.
Other administrative functions:
Perform detailed filing and record keeping duties utilizing several systems.
Operate standard office equipment including data entry equipment, telephones, and word processing software.
Plan, organize and conduct studies of program effectiveness to evaluate assets, deficiencies, and utilization.
Utilizes knowledge and understanding of Criminal Justice System in program evaluations.
Conduct training for partners, community partner agencies, and law enforcement, in specific programs and their utilization.

Typical Qualifications
Minimum Education Level
High School Diploma / GED
Minimum Experience Level
Two- Three years
Specifics: Experience in program coordination, planning, development and evaluation.
Driver’s License
Oregon Driver's License required
Specifics: Must obtain within 30 days of hire.

Regular and Trial Service employees working between 20 - 39 hours per week on a regular basis are eligible for pro-rated employee benefits.
