    The Role

    In this role, you will play a crucial part in the coordination and management of intelligent transportation systems (ITS) operational activities. Your responsibilities will include oversight of CTDOT’s 24/7/365 Highway Operations Centers in Newington and Bridgeport, assisting with traffic incident management (TIM) program initiatives such as Operation Big Orange, developing Standard Operating Procedures (SOPs), ensuring daily operational schedules are meticulously managed for staffing and payroll accuracy, and producing office documents and reports. Additionally, you will respond to Freedom of Information (FOI) requests, serve as a certified trainer for the CT Statewide TIM Program, and support infrastructure security efforts by collaborating with partner agencies and law enforcement. Your role will also involve preparing budget estimates, reviewing project expenditures, monitoring system performance metrics and coordinating purchases for operational needs, demonstrating a commitment to the Department's mission.

As a Transportation Maintenance Planner 1, you will be pivotal in ensuring the reliability and effectiveness of our operations across Connecticut's roadways.

    Additional responsibilities of a Transportation Maintenance Planner 1 include:

  • Assist in developing Standard Operating Procedures for the Highway Operations Center.

  • Manage daily operations of the center schedules to ensure adequate staffing and payroll accuracy.

  • Review operations center daily reports and document for accuracy and efficiency.

  • Respond to FOI request for office records.

  • Act as a certified trainer for CT Statewide Traffic Incident Management System Program.

  • Develop, review, and approve monthly billing for Bridgeport Highway Operations Center staffing.

  • Serve as the Department's back up liaison officer to CTIC, attending weekly meetings and briefings for current Liaison in his or her absence.

  • Work with partner agencies to identify infrastructure security threats when needed.

  • Coordinate information provided by FBI and cyber threat groups with DOT's Office of Information Services.

  • Assist law enforcement agencies on DOT resources for infrastructure investigations.

  • Prepare budget estimates for personnel and system expenses for the Highway Operations Centers.

  • Create CORE Purchase orders and requests as needed for purchases in operations; track and receive on purchases.

  • Willingness to respond to emergencies on a 24/7/365 basis as required.

  • Participate in the MDSS IMO pooled fund study to assist in program development as needed.

  • Schedule and conduct training in MDSS and IMO equipment.

  • Provide 24/7/365 support for DOT regarding Operations Center systems and access issues.

  • Conduct product demonstrations and provide access to new users and guests.

  • Act as a point of contact for project-related questions and user needs when Maintenance Planner 3 is not available.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Transportation, Central Office of Maintenance or a District Maintenance Office this class is accountable for performing technical tasks in the forecasting, planning, operations and administration of a maintenance program.

    EXAMPLES OF DUTIES

  • Reviews, investigates and evaluates maintenance problems associated with projects such as paving, drainage, bridge maintenance, winter and emergency maintenance and traffic regulatory activities and recommends solutions;

  • During construction projects attends pre-construction meetings and semifinal inspections as a maintenance representative;

  • Develops plans and estimates;

  • Forecasts labor, equipment and material needs;

  • Prepares work schedules;

  • Reviews permit applications and drafts agreements;

  • Provides assistance to operations personnel;

  • Investigates liability claims and complaints;

  • Performs research directed to improve operational methods and supervisory techniques and increase equipment efficiency;

  • Performs field reviews of state agency roadway work requests;

  • Reviews funding and coding for projects;

  • Reviews contracts for compliance with Equal Employment Opportunity and Affirmative Action regulations;

  • May supervise complex repairs to roadways and structures;

  • May review estimates and utility adjustments with municipalities;

  • May review state property for lease or release and determine maintenance needs;

  • Performs related duties as required.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Five (5) years of experience coordinating highway maintenance or related activities.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in civil engineering or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    For State Employees:

  • Experience as a Transportation District Electrical Supervisor, Transportation District Services Agent 1, Transportation Engineer 1 (Construction Engineering) in Highway Maintenance, Transportation General Supervisor (Bridge Maintenance) (Maintenance) (Signs and Markings) or Transportation Supervisor (Bridge Maintenance) may be substituted for the General Experience.

  • One (1) year of experience as a Transportation Landscape Designer 1 may be substituted for the General Experience.

  • Three (3) years of experience as a Transportation Maintenance Crew Leader (Bridge Maintenance) (Electrical Maintenance) (Highway Maintenance) (Signs and Markings) (Tree Maintenance) may be substituted for the General Experience.

  • Four (4) years of experience as a Transportation Maintainer 4 responsible for highway maintenance projects or related highway maintenance activities may be substituted for the General Experience.

  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

    PREFERRED QUALIFICATIONS

  • Experience in Traffic Management and Operations: Experience in managing or overseeing traffic operations centers or similar type center, including staffing, incident management, and coordination with law enforcement or emergency response teams

  • Proficiency in Data Analysis and Reporting: Strong ability to analyze data, produce accurate reports, and develop performance metrics related to traffic incident management and operations center activities. Including Microsoft software applications such as Word, Outlook, Excel, and Access

  • Knowledge of Standard Operating Procedures (SOPs): Experience in developing, implementing, and maintaining SOPs within a transportation or operations environment

  • Budgeting and Financial Management Skills: Proficient in preparing budget estimates, managing expenses, and overseeing billing processes within a transportation or similar setting. Experience using CT Core or other similar software for purchase requests, payroll processing, and receipts

  • Experience with Integrated Mobile Observation (IMO) and MDSS: Familiarity with the IMO and Maintenance Decision Support System (MDSS) initiatives, including hands-on experience with related technology and training programs or fleet AVL Automatic Vehicle Location equipment and weather related fleet operations

  • TIM (Traffic Incident Management) Certification: Certified as a Traffic Incident Management (TIM) trainer, with experience in conducting training sessions and developing TIM-related initiatives. Or other related cognitive training programs including experience delivering adult education training

  • Strong Communication and Interpersonal Skills: Proven ability to communicate effectively with a variety of stakeholders, including first responders, law enforcement, partner agencies, and internal staff

  • Experience as a Liaison Officer: Experience serving as a liaison with intelligence centers or similar organizations, coordinating information and managing interagency communication

  • Project Management Skills: Ability to manage multiple projects simultaneously, including budgeting, scheduling, and performance monitoring, particularly in a transportation or public safety context

  • Technical Proficiency: Strong understanding of and ability to troubleshoot operations center systems, including software, communication systems, and UAS (Unmanned Aerial Surveillance) technology

  • Availability for After-Hours Support: Willingness and ability to provide 24/7 support for operations center systems, emergency functions, and incident response

  • Certifications related to Traffic Incident Management (TIM), and FAA part 107

    SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
