Job Summary:

This position is responsible for the design, development and enhancement of new and existing program across several market segments for Horizon BCBSNJ that support the company's corporate goals.
  • Manages the design, development and enhancement of new and existing programs across several market segments for the enterprise.
  • Participates in the successful implementation and management of programs, serving as the product Subject Matter Expert (SME).
  • Performs (or facilitates with internal resources) research on refining existing products/programs and evaluating potential new products/programs for the enterprise.
  • Builds and manages relationships with internal staff (Sales/Account Management, Healthcare Management, Service, Underwriting, Actuarial and Information Technology) and external parties to develop product strategies and shape current product positioning.
  • Manages and performs research and analysis on product performance, utilization and profitability to determine proper intervention and corrective actions when necessary.
  • Analyzes and monitors competition to assure best product positioning and development.
  • Supports information needs of cross-functional teams, including RFPs, that guide and support Horizons strategic mission, goals and initiatives.
  • Performs product/program maintenance in support of managing the product portfolio.
  • Acts as a resource to the product development staff.
  • Performs other duties as assigned by management.


Education/Experience

  • Minimum high school diploma or GED
  • Bachelor's degree preferred
  • Requires minimum of five (5) years experience in healthcare industry and/or healthcare product/program development

Knowledge:

  • Must be proficient in the use of personal computers and supporting software in a Windows based environment, including MS Office products (Word, Excel, PowerPoint) and; should be knowledgeable in the use of intranet and internet applications.
  • Prior P&L responsibility is preferred
  • Strong working knowledge of marketing (direct, B2B, B2C, e-marketing) and customer motivation
  • Proficiency with technical products
  • Knowledge of health and wellness industry and relevant trend
  • Requires knowledge of healthcare / health insurance industry

  • Proven time management skills are necessary. Must demonstrate the ability to manage multiple priorities or tasks, deliver timely and accurate work products with a customer service focus, and respond with a sense of urgency as required. Demonstrated ability to work in a production focused environment.
  • Proven ability to ask probing questions and obtain thorough and relevant information.
  • Must be client service focused with effective ability to empathize.
  • Must be detail oriented with strong organizational and data processing skills. Proven ability to follow detailed instructions is essential, along with proven problem solving skills.
  • Must demonstrate the ability to learn quickly and apply learning to new situations. Must exhibit flexibility to change as appropriate.
  • Demonstrated ability to make decisions with little need for direction and to function effectively as a team-oriented, self-starter working across cross-functional lines.
  • Experience in successfully leading cross-functional teams to achieve improvements.
  • Some travel with-in NJ maybe required.

Salary Range:

$94,900 - $129,570

This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity. This range has been created in good faith based on information known to Horizon at the time of posting. Compensation decisions are dependent on the circumstances of each case.
