Roles and Responsibilities
Serves as an NJ TRANSIT representative on the transportation advisory committees of the three MPO’s. These MPO’s provide hundreds of millions of Federal funding dollars each year for NJ TRANSIT’s capital program, plus funding to support NJ TRANSIT’s capital planning activities
Participates in MPO technical committees and planning activities, coordinating with other members, including all major transportation and environmental agencies in New Jersey, as well as county and city transportation planning representatives.
Directs NJ TRANSIT’s funding coordination with NJDOT and other agencies within the MPO framework to ensure NJ TRANSIT’s capital funding and cash flow needs are understood, approved and funded. In collaboration with the Chief Financial Officer and the Chief, Capital Programs and Administration, develops strategy to advance NJ TRANSIT’s funding requests through the MPO approval processes.
Develops long term capital investment strategies that maximize integration of the State transportation network, optimizes capital and operating investments and fosters new ridership and revenues.
Works with the NJDOT, PANYNJ, DRPA and other agencies to develop and coordinate planning and capital investment strategies that enhance the development and interconnectivity of the transit system.
Leads multi-disciplinary teams to advance planning initiatives, and directs outside consultants to advane studies and assist staff in completing assignments.
Assists in NJ TRANSIT’s planning program for the creation and maintenance of Rail, Bus, Light Rail and facilities projects. Supports analysis of future demand and development of strategies for providing new facilities as needed.
Develops and presents projects and programs to all levels of government in order to maintain needed funding to support NJ TRANSIT planning and cash flow requirements.

Education, Experience, and Qualifications:
Minimum:
Bachelors Degree in Urban or Transportation Planning, Engineering, Economics or related area
Seven (7) or more years of applied experience in transportation planning, to include four (4) or more years in managing staff or consultants related to the development of, and programming for, transportation planning or engineering projects.
Preferred:
Master’s Degree in Urban or Transportation Planning, Engineering, Economics or related area desired
Knowledge and Skills:
Essential:
Knowledge of transportation planning and processes for project advancement, including management and funding, covering the various modes is required.
Must be able to negotiate with internal and external stakeholders to achieve desired goals and communicate clearly with public officials and business leaders, as required.
Preferred:
Knowledge of CPAS or other project accounting software desired.
Demonstrated interest, commitment, and professional development in the field of public transportation planning.
