Chemours is seeking a Federal Government Compliance Manager to join our growing team! This position will report directly to the Technology Director at our Newark, DE location.

The Federal Government Compliance Manager will work with competency leads in the functions to ensure the systems are set up to manage federal awards (e.g. grants, contracts, loans, etc.) and to ensure compliance with applicable laws and regulations. The successful candidate will review proposal submissions, lead federal award negotiations, and perform audits/risk analysis to ensure ongoing compliance. The successful candidate will have excellent verbal and written communication skills and be well-versed in Federal Grant Regulations (i.e. 2 CFR Part 200 and relevant Federal Agency supplements such as the Department of Energy’s 2 CFR Part 910). Knowledge of and experience working with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) is also desired.

The responsibilities of the position include, but are not limited to, the following:

  • Bring expertise in Federal grant funding opportunity announcements (FOA) and RFI/RFP responses to enable Chemours to respond in a “best-in-class” manner;

  • Assist in Federal award negotiations to ensure compliance with government requirements while maximizing profitability for Chemours;

  • Perform a Federal award package review (including terms and conditions) in accordance with the rules of engagement and in consultation with Legal, propose winning contractual set-up;

  • Identify, review, and mitigate financial, legal, and commercial risks in consultation with the relevant subject matter experts;

  • Negotiate Federal awards (including terms and conditions) with federal agencies, prime contractors, and/or subcontractors along with opportunity leader taking direction from Legal if needed;

  • Ensure flow down terms with subcontractors and other project partners where appropriate

  • Develop an internal process and identify electronic tools and/or available systems to ensure that Federal award obligations are performed, properly documented and closely followed up

  • Lead Chemours compliance with cost accounting requirements of our Federal awards by working with our accounting and finance leads and serve as subject matter expert related to Federal award compliance

  • Lead the Chemours compliance for Legal and documentation requirements associated with Federal awards as well as communicate any potential risks, opportunities or impacts to the business team

  • Develop and maintain compliant policies and procedures including working with functional stakeholders and owners of applicable internal controls and business systems requirements, where applicable

  • Develop solutions related to 2 CFR 200, FAR and DFAR compliance, consult on indirect cost claims and annual incurred cost submissions, financial management and accounting system, and other Contractor Business Systems reviews

  • Oversee responses to Government audit requests. Responsibilities may also include advising on regulatory business systems audit responses and leading drafting of responses

  • Oversight of final indirect rate negotiations and settlements

  • Implement and monitor on-going cost accounting compliance including performing pre-assessments to ensure the requirements have been met and appropriate feedback has been provided to the process owners and/or responsible parties

  • Represent Chemours to Government and prime representatives on Government award audit and compliance matters

  • Communicate with senior management and stakeholders regarding new and revised Federal award regulations, enforcement trends, and other changes to government cost accounting principles and practices and legal requirements and/or changes and their impact Chemours

  • Consult with Corporate Planning and assist with research and identification of best accounting practices and methods to ensure maximum cost recovery while maintaining compliance with government regulations

  • Evaluate practices related to estimates, labor reporting, pricing, cost reporting, and allocations; address and propose remedies for noncompliant or inconsistent practices.

  • Negotiate various matters such as cost impact statements, forward pricing, and final overhead rates used on government contracts and grants with the government representatives – including cognizant oversight and administrative functions

  • Perform other relevant duties as assigned, as it relates to 2 CFR 200, FAR, DFAR and Agency supplements and policies

  • Coordinate with global team to understand projects in other regions and to make sure any potential conflicts are identified and communicated to the business team.

The following is required for this role:

  • Bachelor’s degree or advanced degree in accounting, finance, business administration or related field.

  • Minimum of 8 years of professional experience in accounting, finance, compliance, or a related field.

  • A minimum of 3 years of professional experience with U.S. Government grant and contracting regulations (e.g., 2 CFR Part 200 and FAR) and agency supplements (e.g. 2 CFR Part 910, DFARS).

  • Experience in grant applications and management working with U.S government agencies such as the Department of Defense and the Department of Energy

  • Solid working knowledge of 2 CFR 200

  • Excellent verbal and written communication skills

  • Demonstrated leadership ability

  • Willingness to travel up to 10%

The following is preferred for this role:

  • 5 years or more of professional experience with U.S. Government grant and contracting regulations (e.g., 2 CFR Part 200 and FAR) and agency supplements (e.g. 2 CFR Part 910, DFARS).

  • Solid working knowledge the Federal Acquisitions Regulation (FAR) and relevant Federal Agency supplements

$120,064.00 - $187,600.00
