City of New York WQI Procurement Analyst II in New York, New York

Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire a Procurement Analyst II for a position in Operations Support Division, Water Quality & Innovation Directorate located in Grahamsville, New York.

The Water Quality & Innovation (WQI) Directorate is responsible for ensuring that all Drinking Water criteria are met within the distribution system and all Filtration Avoidance Determination water quality monitoring mandates are met. WQI laboratories are certified under the Environmental Laboratory Approval Program (ELAP). The Procurement Analyst will be instrumental in ensuring that the resources needed for meeting our regulatory obligations are obtained.

Under general supervision, of the Watershed Procurement Supervisor, the Procurement Analyst II, will serve as WQI Procurement Analyst II and will work with location staff to identify and obtain necessary goods and services. Obtaining these goods and services requires soliciting quotes, working with vendors on shipping and scheduling, tracking deliveries, updating tracking databases, and ensuring that the entire process is completed in accordance with fiscal rules and following the fiscal calendar. The bulk of this work will be expense spending but may also include a lesser amount of capital procurement. Specific duties include:

  • Being responsible for contributing to the annual spend plan, submitting quarterly mods, and entering transfers into CRM.

  • Being responsible for choosing the correct procurement path for each order as well as working with groups in other locations for combined orders.

  • Being responsible for coordinating with WQI staff to identify procurement needs and obtain sufficient information to submit orders.

  • Being responsible for coordinating shipments and services, entering packing slips, submitting information for receiving report creation, and tracking payments.

  • Being responsible for working with vendors, Bureau procurement teams, and Accountants to clarify problems.

  • Coordinating and tracking the transportation of samples between laboratories.

  • Serving as the location’s record storage coordinator.

  • Conducting the annual inventory.

  • Communicating issues and productivity to Supervisory staff.

Preferred Skills:

  • Knowledge and experience with Microsoft Office products including Outlook, Word, and Excel

  • Ability to work with multiple databases and database applications including CRM, PassPort, and FMS, to enter data and obtain reports

  • Attention to detail while performing at a rapid pace.

  • Accounting and mathematics skills.

  • Ability to perform and track multiple tasks to completion

  • Ability to work well with others to resolve issues

  • Communication skills, both written and verbal

Residency Requirement: New York City residency is not required for this position.

Grahamsville is a hamlet in the Town of Neversink, Sullivan County New York approximately 107 miles northwest of New York City.

Qualifications

  1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or

  2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or

  3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or

  4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.

SPECIAL NOTES:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
