Position Summary
Reporting to the Deputy Director of the National Center for Disaster Preparedness (NCDP) at the Climate School, Columbia University, the trainer will teach full-day and half-day courses funded through FEMA's National Training and Education Division. These courses cover themes such as pandemic planning, mass care, climate change, and equity, focusing on the steps emergency managers can take before and after major disasters to plan for long-term community recovery and resiliency.
Responsibilities
- Teach full-day courses (9:00 AM - 5:00 PM) across all 10 FEMA regions in the U.S., following the FEMA-sponsored curriculum. Administer pre- and post-test assessments for each training session.
- Teach half-day courses (9:00 AM - 1:00 PM) via virtual platforms such as Zoom and Microsoft Teams.
- Provide input and analysis on course curriculum and assessments as requested.
- Travel to various training sites throughout the U.S.
- Perform other duties as assigned.
Minimum Qualifications
- Bachelor's Degree in Emergency Management, Economics, Urban Planning, Public Administration, or another related discipline is required.
- A minimum of 4-6 years of experience teaching large audiences.
- Willingness to travel throughout the 10 FEMA regions of the U.S. to conduct trainings.
- Ability to deliver PowerPoint-based lectures on emergency management, facilitate group discussions, and manage activities outlined in the FEMA-approved curriculum.
- Competency in managing basic classroom technology, including desktop computers, Zoom Meeting rooms, and projectors.
- Ability to lift at least 15 pounds.
Preferred Qualifications
- Master's Degree with a familiarity with emergency management.
- Strong oratory and leadership skills.
- Experience and proficiency conducting trainings for large audiences.
Other Requirements
- Very strong oral communication, teaching, and leadership skills.
- Knowledge and experience with county / municipal emergency management and/or long-term disaster recovery policies at the federal, state, and local levels.
- The ability to collaborate with private / public sector and volunteer community groups in one classroom setting along with the capability to conduct full day trainings according to the guidelines specified by NCDP and FEMA.
- Experience describing FEMA oriented laws and regulations, such as the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and FEMA / SBA / HUD disaster relief programs.
