Responsibilities:

The Port Authority Engineering Departments Resilient& SustainableEngineering(RSE) unit is seeking aTechnical Manager, Standards of Practice (Technical Manager). TheTechnical Managerwill be asenior leader within RSE and anessential contributor toachievement of the Authority's ambitious sustainability and resilience objectives, including Net Zero greenhouse gas emissions, renewable energy production, sustainable construction, climate and extreme weather resilience, and more.The Technical Manager will not initially supervise Port Authority staff but will benefit from access to a range of resources, including staff, consultants, and academic expertise.

TheTechnical Managerneed not have deep expertise in all relevant subject matter, but rather must oversee the successful delivery of a variety of sustainability- and resilience-themed engineering and architectural Standards. Therefore, the successful candidate mustexhibitverystrong organizational and communication skills (oral and written), possess extensiveStandards development experience,offer broad knowledge of sustainability and resilience in the engineering context,provide exceptional quality control of all deliverables, and deliver all services ontimeand on budget.

Reporting directly to the Chief, Resilience & Sustainability, theTechnical Managerwill:

  • Lead development of and updates to the Authority'sguidelines, manuals, bulletins, specifications, and other technical and procedural requirements (collectively, standards)for sustainable and resilient design and construction,in alignmentwithnational best practices, third-party rating systems,grant eligibility/evaluation criteria,and agency policies.

  • PartnerwithProgramManagers,subject matter experts (SMEs) and project delivery staff to ensure that allStandards (pre-existing and new) are readily applicable indesign and constructionpractice, with particular focus on:

  • Successful integration into delivery processes and workflows,

  • Differentiating tenant requirements, as needed,

  • Straightforward and robust documentation procedures,

  • Supportive technology solutions for both office and field staff, and

  • Reductions in administrative and procedural burdens.

  • Coordinatedevelopment and implementation oftools, resources, reference guides, and job aids for design and/or construction engineers and architectsto support successful Standards implementation.

  • Ensure appropriate integration and connectivitybothbetween RSEsnew and pre-existingStandardsand with other (non-RSE) engineering and non-engineering standards.

  • Spearhead training and professional developmentactivities to support Standards uptake, including orchestrating approximately quarterly custom live and on-demand training modulesas part of RSEs ongoing educational outreach.

  • Produce end-of-year and ad hoc progress reports, including overseeing the collection of documentation, data analytics (including the creation of dashboards), and report production.

  • Occasional contribution to Capital Project delivery, tenant project review, and other core sustainability and/or resilience initiatives.

Qualifications:

  • Bachelors Degree in a relevantengineering discipline, architecture, landscape architecture,construction management,or a related disciplinefrom an accredited college or university.

  • Minimum10years ofprofessionalexperiencein the Architecture, Engineering, and Construction (AEC) industry focused on sustainability and/or climate resilience.

  • Minimum5yearsleading resilience and/or sustainabilityStandards development in the AEC industry.

  • Strong organizational skills

  • Excellent communication skills (oral and written) writing presentation, and meeting management skills.

Desired:

  • A masters degree in one or more of the above fields may fulfill up to two years of the experience requirements for this position).

  • Familiarity with the Port Authoritys facilities and transportation business lines.

  • Relevant professional licensure (e.g., Registered Architect, Registered Landscape Architect, Professional Engineer, or equivalent).

  • Active LEED AP BD + C credential, withdemonstrated implementation experience on large projects relevant to the Port Authority.

  • Active ENV SP credential (other rating systems, such as WELL or WEDG, are considered pluses)

  • Drivers license.
