Job Description

Hours: Full-time – 35 Hours

Work Location: 30-30 Thomson Avenue, LIC, NY 11101

The Supervisor (Personnel) will serve as a senior member of the Human Resources team, directly reporting to the Director (Personnel). The selected candidate will oversee the daily activities and performance of the Personnel Analyst Team and will be responsible for managing a staff of professionals responsible for employee processing; onboarding; background investigations; reviewing comprehensive personnel documents; entering personnel transactions via NYCAPS and vetting through PMS; preparing transactional documents, memos, and position descriptions; conducting exit interviews; and communicating updates to respective divisions, including during hiring check-in meetings. The Supervisor (Personnel) will coordinate daily operational functions and provide guidance, support, and training for new Analysts.

The Supervisor (Personnel) will handle higher-level personnel issues by addressing and resolving complex matters and personnel-related inquiries, providing technical guidance to DDC staff and HR professionals, offering expertise on advanced HR matters such as conflict resolution, policy interpretation, and procedural improvements, and escalating issues to the Director (Personnel) when necessary. The role also involves managing and coordinating citywide initiatives related to other oversight agencies, ensuring the successful implementation of the programs and initiatives, and acting as a liaison between DDC and the oversight agencies. The Supervisor (Personnel) will be responsible for consultant onboarding and vetting, managing the submission of fingerprinting documentation to DCAS for background checks and security clearances, coordinating the preparation of monthly vacancy reports for hiring meetings, supporting the preparation of documents and data required for OMB submissions, managing the vetting of high-level candidates, serving as a backup for data entry of I-9 forms, handling special projects as assigned by senior HR staff, stepping into the role of Director (Personnel) in their absence, and continuously seeking opportunities for process improvements and contributing to the development of new HR initiatives.

Qualifications

  1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

  2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
