JOB TITLE : Procurement Specialist 1- Operations Procurement

SALARY RANGE : $57,490.23 - $82,128.90

DEPT/DIV : Procurement Department

SUPERVISOR : Category Acquisition Manager

LOCATION : 420 Lexington Ave, New York NY 10170

HOURS OF WORK : 8:00 am - 4:00 pm (8 hours/day)

SUMMARY :

Support the Operations Procurement subgroup by providing Metro-North Railroad with the management of contracts required for material, parts and equipment in a timely and efficient manner.

RESPONSIBILITIES :

  • This is a performance-based position. Performance objectives and indicators have been designed to measure the successful candidate’s achievements on a quarterly basis. The employee must meet or exceed these detailed goals as a condition of employment.

  • Act as the department/corporate liaison for all Metro-North procurements with responsibility for the coordination of various project requirements which includes develop, review and clarify written technical specifications from requests submitted by user departments. Maximize competition from qualified contractors by seeking alternate sources through market research and negotiate pricing to achieve savings. Select responsive and responsible contractors and suppliers in accordance with Metro-North’s Standard Operating Procedures (SOPs) and MTA ALL Agency Guidelines. Assist in the preparation and evaluation of Request for Proposal and Invitation for Bid and coordination of final selection/award of contract. Represent Metro-North at project meetings. Client departments include, but are not limited to: Maintenance of Equipment, Track & Structures and Communications & Signal.

  • Analyze and negotiate change order requests and evaluate contractor proposals/supplemental agreements. Monitor the adherence of contractors/consultants to the terms and conditions of the contract, and all other related work.

  • Actively seek joint procurement initiatives with all MTA agencies to improve efficiency, effectiveness and service quality while offering potential for recurring financial benefits. Participate in requirements planning, strategic procurement planning and development, and coordinating with material planners and internal customers on material needs to meet production schedules in order to reduce no-stocks, material costs, and overall maintenance program completion times. Perform basic cost/price analysis. Perform pro-active analysis in support of MNR’s Strategic Procurement Initiative that include market surveys to verify option pricing, use of indices and market trends to justify price increases or decreases, and vendor interviews to validate market observations.

  • Monitor contractors and suppliers for contractual compliance in meeting MNR’s Operations Department’s requirements, performance metrics and production schedules.

  • Provide guidance to vendors and MNR internal customers related to procurement process and MNR standard terms and conditions.

    KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to learn, public sector purchasing (i.e. MTA Agency, NYS, NYC) and governmental regulations (FAR, FTA), and NYS contracting provisions

  • Strong ability to evaluate contract terms and conditions.

  • Detail oriented and strong analytical and organizational skills.

  • Strong oral, written and communication skills.

  • Strong interpersonal skills with the ability to interact with various levels of management, and /or internal customers and external vendors.

  • Knowledge of Microsoft Office Suite and/or comparable applications.

  • Familiarity with All-Agency Procurement Guidelines.

  • Familiarity with Operations procurements, public work and Original Equipment Manufacturer (OEM) master contracts i.e., railcar, track, wheels/axles, parts and inspection and signals.

  • Knowledge of procurement and accounting principles.

    EDUCATION AND EXPERIENCE :

  • A four-year high school diploma or its educational equivalent (GED) approved by a State’s Department of Education accredited organization.

    The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

  • Bachelor’s degree in business administration, Transportation, Finance/Accounting, Engineering, Quantitative Analysis Law, or related field highly desirable.
