LOCATION : 420 Lexington Avenue

HOURS OF WORK : 9:00 am – 5:30 pm (8 hours/day)

DEADLINE : Open until filled

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY :

The Subsidy Accounting department is responsible for facilitating the shared costs between MTA Metro-North Railroad (MNR) and outside transportation entities-primarily the Connecticut Department of Transportation (CDOT), Amtrak, and New Jersey Transit (NJT). Subsidy Accounting prepares billings for those entities that benefit from MNR’s service or from use of MNR’s infrastructure. These billings are based on agreements and policies that Subsidy interprets and uses to prepare allocation models, dividing costs between MNR and the outside entities. Subsidy also reviews the billings that are received from external operators in the cases where MNR is benefitting from their service, ensuring that allocations comply with the governing agreements.

This role is responsible for managing the financial processes related to the agreements between MNR/MTA and the aforementioned external parties.

RESPONSIBILITIES :

  • Manage the financial process associated with application of the terms of the service agreements between MNR/MTA and external parties (e.g. CDOT, Amtrak, NJT).

  • Prepare billings to external parties and maintain the underlying allocation models in accordance with contractual obligations.

  • Review billings received from external parties, ensuring compliance with service agreements.

  • Communicate with external parties to resolve billing disputes.

  • Review general ledger details to ensure proper transaction coding.

  • Perform monthly close procedures, such as ledger account analysis, reclass entries, and accrual entries.

  • Engage with auditors and reviewers to resolve findings/issues that may arise during the course of audits/reviews of Subsidy deliverables.

  • Prepare allocation metrics such as train statistics.

  • Participate in the continuous improvement of processes within Subsidy Accounting.

  • Document procedures through narratives and walkthroughs.

  • Manage staff member(s) and cross-train in key functions within the Subsidy group.

  • Other responsibilities as may be assigned.

    KNOWLEDGE, SKILLS, AND ABILITIES

  • Excellent quantitative, analytic, and deductive reasoning capabilities.

  • Proficiency in the use of Microsoft Office, particularly Excel and Access.

  • Familiarity with Oracle Hyperion or Comparable system.

  • Ability to work with large data sets.

  • Excellent knowledge of accounting systems and procedures.

  • Strong verbal and written communication skills.

  • Strong interpersonal skills with the ability to communicate with all levels of management and external contacts.

  • Strong ability to take control of assigned tasks with limited supervision as well as the ability to multitask.

  • Detail oriented with strong organizational skills.

  • Self-starter and ability to meet deadlines.

    EDUCATION AND EXPERIENCE :

    Required:

  • Bachelor’s degree in accounting or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.

  • Minimum five (5) years of experience managing a financial program and/or process or CPA with two (2) years of experience managing a financial program and/or process

  • Minimum three (3) years of experience in database management and reporting

  • Demonstrated supervisory and/or leadership abilities.

    Preferred:

  • MBA or CPA

  • Public Accounting or related experience

  • Experience working with contracts (financial compliance and/or negotiation support).

  • Experience in cost allocation methodologies
