HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth. __

Your Team:

The Office of Development leads the implementation of the Mayor’s Housing Plan to create or preserve 300,000 units of affordable housing by 2026. This is performed in close collaboration with HPD colleagues, other City and state agencies, and the New York City Housing Development Corporation (HDC).

The Office of Development is composed of nine divisions:

  • Executive Office Operations and Policy

  • Division of Compliance and Enforcement

  • Division of Housing Incentives

  • Division of Building & Land Development Services

  • Division of New Construction Finance

  • Division of Homeownership Opportunities & Preservation

  • Division of Preservation Finance

  • Division of Special Needs Housing

  • Division of Portfolio Management and Conversion

Your Impact:

The Tax Incentive Programs unit within the Division of Housing Incentives, administers a wide variety of tax abatement and exemption programs to facilitate private and publicly-subsidized rehabilitation and new construction programs throughout New York City. Programs are guided by state and local law, as well as program regulations which require expert command of all requirements and a keen eye for detail. As an Intake Specialist for the Tax Incentive Program, you will gain invaluable knowledge in one the most complex and sought after tax benefits for new construction residential buildings.

Your Role:

Under general supervision, the Intake Specialist will perform responsible work in managing the receipt of initial application submission and all incoming communications with applicants. The role regularly involves coordination with analysts, senior staff and external partners.

Your Responsibilities:

  • Ensure applications are received and properly recorded in a timely manner, by entering application and tracking information into required databases and organizing and maintaining electronic filing system,

  • Manage all external communications and ensure communications and filed electronically with applications;

  • Conduct research using public and internal databases to validate initial application information;

  • Track documentation received as well as generate correspondence as needed;

  • Identify and analyze eligibility issues and troubleshoot applications problems;

  • Monitor and maintain electronic data integrity of all communications;

  • Respond to applicants and general members of the public promptly and courteously in person, by telephone, and by electronic means;

  • Be proficient in program policies, procedures, and requirements, in order to clearly and accurately respond to (i) general inquiries; (ii) applicants having difficulty understanding the application process; and,

  • Assist senior staff with special projects, as needed.

Preferred skills

  • (1) A baccalaureate degree from an accredited college and two years of experience in community work or community-centered activities in an area related to the duties described above; or (2) high school graduation or equivalent and six years of experience in community work or community-centered activities in an area related to the duties; or (3) education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above

  • Candidates must have excellent verbal and written communication and strong interpersonal skills;

  • Ability to meet deadlines and manage multiple projects in a timely manner and to be a team player;

  • Research and analytical skills;

  • Keen attention to detail and organizational skills;

  • Excellent verbal and written communication skills; and

  • Strong facility with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)

Qualifications

  1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

  2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
