Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with more than 5,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City. DEP annually collects $3.8B in revenues, primarily through customer billing. These funds support DEP’s operations and its $31B Ten-Year Capital Construction Plan

DEP is seeking a strategic and operational lead to serve as Director for the newly formed Office of Performance and Program Management (OPPM). The Office of Performance and Program Management will serve as a trusted enabling function for the bureaus of DEP, acting as a champion of optimized business performance, continuous improvement, and effective project management.

Reporting to the Chief Financial Officer (CFO), the selected candidate will serve as the primary liaison with the DEP Executive Governance Board for Business Case Approval and Initiative Prioritization, ensuring alignment with DEP’s Strategic Aims, as defined by the Agency’s Strategic Plan.

Primary responsibilities will include:

Management

  • Accountable for Business Analysis (BA), the Project Management Office (PMO), Quality Assurance and development functions with the office.

  • Line Management of OPPM team members, creating a highly motivated, empowered, pro-active and productive team, with a “can-do” attitude and approach.

  • Track and review performance of all business operations’ current projects (non-engineering)

  • Continually improve and optimize the PMO processes, practices, and tools, ensuring they are documented via process maps / SOPs.

  • Management of team finances and budget.

Performance and Continuous Improvement

  • Deliver analysis and project management support for business operations bureaus, including Information Technology, Human Resources, Budget, Facilities, Contracting and Payments, Audits, and Billing & Customer Service.

  • Manage KPIs reporting to senior leadership and external oversight agencies.

  • Seek and identify opportunities for performance enhancements within the business operations bureaus, and for end-to-end business support functions that cross both engineering operations and business operations.

  • Lead/Support, directly or via the OPPM team, DEP’s multi-bureau (non-engineering) related analysis and projects.

  • Ensure effective and consistent working practices are in place across all business operations areas for Business Analysis, Governance and Quality Assurance.

  • Ensure analysis and project management processes and tools are available and consistently used across bureaus to standardize the approach. Deliver training as required.

  • Ensure, for all business operations areas, that a library of assets including SOPs and process flows, are created, maintained, and used to identify business improvement opportunities.

  • Identify stakeholders and actively engaging with them to support success of strategic initiatives and projects.

  • Deliver accurate PMO reporting to all stakeholders, including Commissioner, CFO, COO and DC’s.

Qualifications

  1. A baccalaureate degree from an accredited college and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, consultative or executive capacity or supervising personnel performing activities related to the duties of the position; or

  2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative or supervisory experience described in "1" above.
