Position Objective:

Assist the KIT Room leadership team (i.e., Assistant Chief Officer/Assistant Deputy Director, Assistant Director , and KIT room Administrator) with the management of the Communications KIT room Wire Chief positions by coordinating and administering their daily functions within the Communications Network Operations Center (CNOC) for MNR. Oversee the facilitation of resolutions to operational troubles system-wide, as well as the operation and maintenance of Metro-North-owned Comms systems.

Responsibilities:

  • Oversee the management of first, second, and third shift Wire Chief positions, which includes assuring timely and coordinated trouble response, log updates, shift coverage, weather planning and response, maintenance, training, and technical support.

  • Assist in the reporting, assessing, and addressing troubles pertaining to , but not limited to, SCADA, CTC, PTC, Public Address systems, Radios, Amtrak, New Jersey Transit, LIRR, MTA-IT Monitoring System, and MTA-HQ troubles.

  • Assist in the fulfillment of telecommunications requests and requirements (i.e., new telephone requests, moving telephone lines, issuing, or changing telephone numbers, etc.) from other departments in a timely and efficient manner.

  • Assist Radio, CCTV, and Telecom groups in addition to outside Comms dept groups with trouble follow-up and closeout in various logs.

  • Ensure efficient communication between shift Wire Chief, TELCO Carriers, and field force account personnel and facilitate additional communications between Management and Field personnel.

  • Assisting the AD/ KIT room administrator by providing technical assistance, as needed to maintain the critical communications equipment within the KITIT room and other locations within GCT up to 125th Street Station.

  • Assist in the closeout of the transportation chief’s log troubles.

  • Provide mentoring and training to new employees.

  • Monitor and implement the department safety program and perform other duties as required.

    Required Knowledge/Skills/Abilities:

  • Strong knowledge and experience with all Metro-North territories including three main lines, branches, and West of Hudson.

  • Knowledge of telecommunications copper and fiber plants.

  • Knowledge of Telcordia System Practices.

  • Knowledge of NOC-related systems and practices .

  • Knowledge of various types of Comms test equipment.

  • Strong verbal and written communication skills.

  • Strong working knowledge of Microsoft Office and/or comparable PC applications.

  • Demonstrated ability to develop and manage service and equipment database inventory.

  • Strong analytical skills for analyzing new and existing products, equipment and/or procedures.

  • Must be able to recommend improvements or replacements to better support the voice and communications systems.

  • Must be able to work in a high-profile/high-pressure environment.

  • Strong interpersonal skills with the ability to interact with internal departments and outside agencies.

  • Ability to support a 24/7 operation.

  • Must possess a valid driver's license.

    Required Education and Experience:

  • Bachelor's Degree in a related area. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) years of related experience may be considered in place of a degree.

  • Minimum three (3) years of experience in the management and maintenance of Communications systems.

  • Minimum three (3) years of experience in the management and maintenance of voice, data, radio, and public address circuits.

  • Minimum of two (2) years of experience managing staff/diverse workforce and/or projects.

    The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

  • Familiarity with Metro-North's policies and procedures.

  • Familiarity with Metro-North's collective bargaining agreements (IBEW, ARSA and TCU-TC) .

    This position is safety-sensitive and subject to toxicological testing.

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
