Job Description

The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and approximately 10,600 employees who manage and maintain 326 developments that house over 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to over 200,000 additional families.

Reporting to the Lead Hazard Control Deputy Director, Assistant Director for the Abatement Unit will be responsible for the overall management and administration of LHCD Abatement Unit. This includes but is not limited to, lead based paint abatement oversight, skilled trade oversight, elevated blood lead level response, as well as related training and certification of staff, all in accordance with the US Department of Housing and Urban Development (HUD) Lead Safe Housing Rule et seq., the HUD Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing issued pursuant to Section 1017 of the Residential Lead-Based Paint Hazard Reduction Act of 1992 (Title X), and the New York City Childhood Lead Poisoning Prevention Act of 2003 et seq.

The Assistant Director for Abatement will be responsible for all abatement work that takes place under LHC. This includes but is not limited to internal and external abatement work. The Assistant Director will oversee the work of vendors and NYCHA staff performing abatement work. The Assistant Director will also be responsible for working with contracts and communication to plan abatement and clearance schedules.

Responsibilities include, but are not limited to the following:

  1. Understand principles of organization, administration, personnel management, and solid performance-based management.

  2. Oversee and facilitate large-scale lead abatement activities and construction coordination, including temporary resident relocation efforts, occurring simultaneously in multiple apartments,

    located within multiple developments citywide.

  3. Manage contractors that perform abatement, including procurements, work practices, productivity, scheduling, and vendor payment and invoicing.

  4. Overall supervision of the unit and review work. Serve as a technical resource person providing guidance to other staff in specialized housing areas related to health and environmental

    conditions; resolve complex and/or systemic problems in these areas.

  5. Prepare project updates, briefings, presentations, agendas, and materials for internal and external meetings.

Qualifications

  1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or

  2. Education and/or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in "1" above.
