Company Overview and Mission** Columbus House opened its doors in 1982 to provide services for men and women at least 18 years of age. Our goals quickly broadened from the mere provision of food and shelter and simple survival, to understanding and working toward overcoming the problems which cause people to become homeless. Columbus House, along with its core of loyal supporters, friends, and volunteers, has remained committed to fulfilling its mission: "To serve people who are homeless or at risk of becoming homeless, by providing shelter and housing and by fostering their personal growth and independence."

Purpose Rapid Rehousing provides case management services and time-limited rental and utility assistance to individuals and families currently experiencing homelessness. With guidance from the Director of Housing Services, the Rapid Rehousing Manager will provide supervision, program management, training, and professional development to staff within their department. The Rapid Rehousing Manager will monitor program outcomes, staff performance, budgets, and data quality, complete required reports, participate in and coordinate with the Greater New Haven Coordinated Access Network, and represent Columbus House during required meetings and committees.

Duties and Responsibilities

  • Supervise Rapid Rehousing Case Managers to ensure they are meeting program and agency expectations and requirements.
  • Hire and train new Rapid Rehousing staff.
  • Review and approve initial and monthly fund requests submitted by staff ensuring all documentation requirements are met.
  • Regularly monitor data quality and program and staff performance.
  • Work with the Director to monitor program budgets and rental assistance funds.
  • Conduct monthly supervision and team meetings with staff.
  • Attend monthly supervision with the Director as well as other required agency meetings.
  • Attend weekly and monthly agency, program, and network meetings as required.
  • Assist staff with conducting landlord outreach and education efforts and develop mutually reinforcing relationships with landlords.
  • Conduct regular chart audits to prepare for funder and internal audits
  1. Expected to complete and review a variety of high-quality documentation (CARF Accredited, Department of Housing, etc.)
  2. Experience with HMIS (Homeless Management Information System) or ability to become proficient in database systems.
  • Complete Columbus House, City, State, and Federal reports as required.
  • Set and maintain boundaries and adhere to confidentiality.
  • Coordinate and collaborate with other agencies and social service providers.
  • Understand and accept different backgrounds while providing a non-judgmental approach to rendering services.
  • Provide temporary caseload coverage for vacant positions as determined by program needs.
  • Other related duties as assigned.

Qualifications, Knowledge, Skills and Abilities Required

  • Bachelors degree in human services or other related field required with a minimum of two years experience in an administrative or management role
  • Empathetic and compassionate towards individuals and families that have experienced homelessness and factors that lead to homelessness
  • Excellent organizational and time management skills with a deadline-oriented mindset
  • Strong written and oral communication skills employing the English language
  • Detail-oriented and data-driven with the ability to meet all documentation requirements
  • Familiar with mental health, substance abuse and dual diagnosis issues
  • Familiar with criminal justice barriers
  • Knowledge of motivational interviewing, person-centered planning, harm reduction, trauma informed and gender specific care, bounda ies, confidentiality, and crisis intervention
  • Understanding of housing first principles, housing law, tenant rights/responsibilities
  • Ability to manage multiple grants and monitor program budgets and rental assistance
  • Ability to create professional and respectful relationships with clients, outside providers, landlords, and property managers
  • Ability to work independently or in groups and foster teamwork
  • Ability to work with diverse populations including youth (18-24 years old), adults, and families
  • Proficient in Microsoft Office and other common desktop and online applications
  • Valid Drivers license with a good driving record

Supervised by:Director of Housing Services Schedule:Monday -Thursday 8:00 a.m. to 4:00 p.m. Salary:$55,000- $56,649 based on education and experience
