Job Overview:Provides Leadership and Direction in regards to effectively managing daily operations of the laboratory in order to fulfill goals and objectives of the department. Effectively communicates information, utilizes resources and manages staff and services in order to institute industry best laboratory practices. Manages staff and operational expenses in the department. Establishes annual goals and objectives for the department in conjunction with section supervisors, Medical Directors and Laboratory Administrative Director.

Ensure that [unit/department/division] is in compliance with all applicable policies, laws and regulations.

Qualifications:

Required:

  • B.S. Degree in a clinical, biological, or clinical laboratory/medical technology science

  • Certification (ASCP or NCA)

  • Minimum of 3 years experience in laboratory management.

Preferred:

  • Masters degree in Health or Business Administration

Essential Functions:

Effectively work with section supervisors, Medical Directors and Administrative Director to ensure departmental compliance with CAP, JCAHO, NJ State Dept of Health, and all other applicable laboratory governing bodies in order to ensure departmental accreditation.

Ensures section are maintained and prepared for unscheduled inspections.

Ensures general cleanliness and safety of the department.

The procedure manuals and policies are reviewed, signed-off annually, and arranged in orderly electronic and written fashion.

Proficiency Testing and Quality control is performed and documented for all instruments and procedures in accordance with State and regulatory agency requirements.

Corrective action is documented on all unacceptable proficiency results as per department procedure.

Assist in development, recruitment and selection of qualified candidates and staff. In conjunction with Human Resources and Laboratory Admin. Director, coordinate departmental interviews, hires, disciplines, discharges and take part in supervisory evaluations. Provide direction and follow up for the following activities in each section:

In-services and documentation of employee for competency, orientation to standard precautions, chemical hygiene plan, fire, and hospital safety, OSHA exposure control plan (blood-borne pathogens) and general hospital and laboratory rules and policies. Assure staff compliance via rounding in the sections.

Assist with time cards and payroll for the department.

Acts as a liaison between lab administration, hospital administration, Medical

Provide leadership and direction for staff via:

Provision of guidance and structure for continuous Personal and Professional growth and development of staff.

During stressful or frustrating conditions is able to resolve problems while being understanding and supportive of staff concerns and sentiments.

Accepts constructive feedback and criticism appropriately

Promotes excellence within the section and effectively develops staff

Builds effective teams that foster collaboration and achievement of departmental goals and objectives.

Interfaces with the laboratory Safety Committee, and assists with overall laboratory safety and variance reporting.

Reports any actual or potential safety issues or hazards to the Laboratory s Safety Committee. Ensures all accidents are properly reported and all employee health service, laboratory and hospital policies are complied with.

Practices and enforces lab safety; follows chemical hygiene plan, abides by standard precautions, Hazcom regulations, and OSHA blood borne pathogens control plan.

Oversees departmental activity on the hospital incident reporting systems, Quantros.

Develop and institute industry best practices in regards to current and emerging technologies. Fosters effective use of technology in order to maximize utility, return on investment and client satisfaction via:

Frequent evaluation of new products, kits, and instrumentation.

Meetings with sales representatives to evaluate new products.

Attends at least one professional meeting annually to keep current in the latest technologies and procedures. The information obtained is disseminated and discussed with appropriate directors for possible implementation.

Benchmarking with similar health care organizations

Implementation of state of the art efficiencies in the section

Coordinate preparation of annual operational budgets for sections along with monthly variance reports.

Review and assist with corrective measures in order to maximize use of resources.

Assures budgets (monthly and yearly) are submitted to the Laboratory Director within established time frame.

Foster action plans to assist sections with staying within budget limits.

Maintains monthly and yearly budget variance files for the section.

Work with section on setting realistic annual cost containment ideas and growth projections.

Promote testing schemes, methodologies and patterns that promote growth and proliferation of testing for regional physician offices, nursing homes, hospitals and other such clients (Outreach). Establish effective strategies for growth and support of Outreach services.

Ensures integrity and effective operation of the LIS and applicable I.T. systems and Interfaces via ongoing implementation and coordination of services with laboratory I.T. administrator.

Communication, cooperation, and assistance are given promptly in a clear, courteous manner to co-workers, hospital staff, patients, physicians, and other hospital personnel according to the following criteria:

Demonstrates a hospitable, congenial and helpful attitude.

Utilizes good interpersonal relation skills, which include maintaining good working relations with fellow employees and maintains good rapport with all hospital personnel.

Answers the telephone in a friendly and courteous manner.

Accepts and performs, in a timely and correct manner, other duties as assigned.

Support customer service via collaboration with other caregivers and staff within the institution. Assist in establishing mechanisms that are essential for provision of Value Added Service to our clients.

Maintains and expands knowledge by attaining at least 12 hours of continuing education per year, through in-house and outside meetings and seminars; reading professional journals; participating in self-tutoring programs; and videocassettes and audiocassettes.
