Posting Summary
Rutgers, The State University of New Jersey is seeking a Executive Director for the Bloustein School of Planning and Public Policy.Among the key duties of the position are the following:
  • Provides general management oversight to all center personnel and for all center activities, secures externally sponsored grants and contracts for center activities, and provides high-level technical assistance and information to transportation professionals and policymakers.
  • Responsible for overall executive management of the center including developing/monitoring the center's budget and handling personnel issues and assuring adherence to school and university policies.
  • Oversees the center's research program, technical services and other initiatives, including external relations, communications, business development, and fundraising.
  • Represents the center on committees within the Bloustein School, University and external committees, advisory boards, and research panels, supports the center's director and advisory board, and acts in the absence of the center director.

Qualifications

Minimum Education and Experience
  • Master's degree in city and regional planning, transportation, or related field plus a minimum of five years of related experience.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Knowledge of federal and state laws, policies, and planning processes related to state, regional, and local transportation decision-making.
  • Knowledge of public transit planning and federal and state transportation stakeholder networks.
  • Strong managerial skills, including
    • ability to supervise others, organize and manage multidisciplinary research teams, and motivate staff to achieve expected outcomes;
    • ability to develop/monitor center and project budgets; and
    • ability to address a variety of potential personnel issues.
  • Strong written and oral communication and team-building skills.
  • Strong research skills, including
    • ability to conceive of and design effective research approaches and methods;
    • ability to coordinate both large and small projects;
    • ability to secure external funding to support the Center's research program;
    • ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and a description of the research methodology; and
    • ability to prepare and make presentations to client agencies and to other groups and to explain complex information.
  • Ability to work in a collaborative team environment.
  • Ability to provide information and technical assistance to practitioners and policymakers at the Federal, State, and local levels.
Preferred Qualifications
  • Valid driver's license and access to a personal vehicle.
  • Ph.D. in urban planning or a closely related field.
  • American Institute of Certified Planners (AICP) certification and a New Jersey Professional Planners license.
Equipment Utilized
  • Incumbent must be proficient using MS Office suite and one or more statistical analysis software packages.
  • Knowledge of Geographic Information Systems and knowledge of Rutgers administrative systems and processes, including RIAS, RAPSS, PeopleSoft and others desired.
Physical Demands and Work Environment
  • The position requires the incumbent to sit and use a computer for many hours per day.
  • It also requires occasional in-state and out-of-state travel.
