Position Summary/Description:

The Measure Program in the Carolina Population Center at the University of North Carolina at Chapel Hill evaluates and strengthens health data systems, builds human and institutional capacity in international health monitoring, evaluation, research, and learning ( MERL ), and manages complex projects across the globe. Data for Impact (D4I) and Global Health Program Evaluation, Analysis, Research and Learning (GH PEARL ) are two of the projects managed by Measure Program. These are both funded by the U.S. Agency for International Development ( USAID ). Both projects facilitate effective generation and use of high-quality data and evidence to strengthen policies and program implementation to improve health and save lives in low- and middle-income countries. D4I and GH PEARL both focus on improving the quality, availability, and timeliness of evidence and data for learning and action and on strengthening local organizational capacity to conduct MERL activities on family planning, reproductive, maternal, neonatal, child and adolescent health and nutrition FP/ RMNCHA -N. GH PEARL has additional objectives to develop improved metrics and tools for MERL and to increase evidence use through knowledge management and translation. GH PEARL is driven by three guiding principles centered on localization-expand leadership and funding of local partners, focus on data use, and promote equity.

The Measure Program projects are focused on global public health evaluation and monitoring and evaluation systems around the world. The Monitoring, Evaluation, and Learning ( MEL ) Associate will support MEL functions for one or more projects as part of the Measure Program MEL team. General responsibilities include collecting and monitoring project implementation data; assisting in annual work plan development; tracking activity progress and project results; and preparing routine and ad hoc project reports and associated materials required by the funding agency. The MEL Associate will work under the guidance of and report to the Measure Program MEL Director and is expected to operate under a high level of autonomy in a fast-paced work environment. The MEL Associate may also take direction from the various Associate Award/project director(s). Additionally, the MEL Associate will work closely with a MEL Officer, who may provide some guidance and direction. In order to manage multiple competing priorities and work efficiently on short timeframes, the MEL Associate must possess the ability to make well-informed decisions The MEL Associate will be in charge of overseeing multiple activities management tasks in addition to compilation of funder reports and project documentation. A keen attention to detail and ability to communicate effectively and efficiently as part of a complex and large team is critical to success in the role. The MEL Associate should be capable of making sound judgements to balance many competing priorities and to work efficiently on what are at times short timelines.

Education and Experience:

  • Masters degree in Public Health plus experience or exposure through classwork in M&E.

  • Experience working on USAID -funded or other federally funded projects.

  • Experience in developing countries.

  • Fluency in another language preferred.
