This position is directly responsible management of warehouse facilities and inventory control. This position is also directly responsible for management of Family Housing – JTF.

This position actually sits on Naval Station Guantanamo Bay, Cuba.

Responsibilities

Using a good working knowledge of the governing inventory systems, programs, policies, nomenclature, work methods, manuals, or other established guidelines, and an understanding of the needs of the organization serviced.

Work usually is segregated by commodity area or function, and controlled in terms of difficulty, complexity, or responsibility. This work may require consideration of program requirements, together with specific variations in or from standardized guidelines.

Inventory management: Responsible for inventory management of decentralized and decontrolled items, including Furnishings and Appliances. The work includes requirement determination and forecasting, distribution or redistribution of material, procurement authorization, limited funds management, or other related work. Furnishing coordination: Warehouse Manager is responsible for maintaining, storing and delivering temporary furnishings for residents that are mobilizing to or from the island

Appliances: Warehouse Manager is responsible for the appliance repairs, which includes assigning and overseeing execution and compliance for service calls as well as the appliance repair shop, ensuring parts are stocked and ordered and the program has sufficient stock of functioning appliances Responsible for Personnel Management to include: Work assignments, Counseling, Overtime assignments, Shifts, and other administrative functions. Responsible for administrative matters to include: Development and implementation of SOP’s, document control, Time Sheet Approvals, Files management, Deliverable review and submission Responsible for the management of all housing units on the JTF side. Directs all activities related for Furniture, Assets and Equipment (FAE) on the JTF side. Performs needs assessments and provides recommendations for the modernization of housing properties. Evaluates internal program effectiveness. Represents the Housing Authority at resident meetings. Responsible for maintaining high occupancy rate, completion of work orders in accordance with NSGB requirements. Prepares reports as requested. Assigns tenants according to available housing or eligibility of tenants for housing. Makes recommendations on improving customer service, improving cost and work efficiencies. Responds to emergencies and makes decisions regarding staffing, and monitors course of action. Interacts with tenants and managers, contractors, vendors and NSGB officials. Interprets regulations, policies, procedures; trains and directs housing staff on new priorities and/or changes to the housing programs or division policies. Keeps records and prepares reports related to assistance to families, housing assistance payment, and rental units. May perform housing site inspections on housing units in the section, coordinates to make necessary repairs within a specified length of time and re-inspects the units to assure compliance with rules and regulations.

Qualifications

Minimum Qualifications:

Education/Certifications:

  • Minimum of three (3) years' of experience in management of warehouse facilities including inventory control. Three (3) years' Government Family Housing Management

  • Minimum of five (5) years' of experience family housing

  • Valid Passport with at least (15) months remaining and with at least (6) months blank visa/stamp pages remaining.

  • Valid Driver's License with at least (6) months remaining.

  • Must be able to obtain and maintain a Common Access Card (CAC).

  • Must be fluent in English.

    Skills:

  • Must be able to operate material handling equipment such as forklift, pallet jack, man lift etc.

  • Knowledge of Safety Data Sheets (SDS) and storage requirements to meet compatibility of products based on hazard class is required.

  • Leadership and management skills, including a professional demeanor, are required.

  • Strong interpersonal skills are required.

  • Ability to exercise discretion and good judgement is required.

  • Ability to prioritized responsibilities to handle a demanding workload is required.

  • Attention to detail with a high degree of accuracy is required.

  • Advance ability to communicate in English, both verbally and in written form is required.

  • High-level organizational and planning skills, so that workflow is managed and accurate is required.

  • Basic proficiency in Word, Excel, and Outlook and ALL Microsoft applications is required.

    Security Clearance:

  • Must have a current and maintain a NAC-I security clearance for access to classified information or Closed/Restricted Areas.

    Supervisory/Budget Responsibilities:

  • This position supervises all warehouse and family housing support employees.

    Working Environment:

    Indoor and/or outdoor warehouse environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months). Includes some industrial production environment conditions as well.

    Must be physically capable of lifting 40 pounds a vertical distance of four feet and carrying this weight a horizontal distance of 25 feet.

    May be required to work an uncommon schedule including nights, weekends and holidays.

    Must be able to work extended hours and evenings, as mission requires.

    Must have professional appearance.

    Required to observe all safety, security, fire, and health requirements for office, warehouse, and outside environment.

    Working with or in areas where a potential could exist for exposure to physical, chemical or biological.

    Employee use of personal protective equipment (PPE) is required for some situations. PPE includes but is not limited to. head, foot, torso, respiratory, vision, and hearing protective devices.
