Summary You will serve as a LIBRARIAN (DIGITAL SERVICES) in the LIBRARY ADMINISTRATION DEPARTMENT of NAVAL POSTGRADUATE SCHOOL. PAY RANGE FOR THE GS 11- $90,310 TO $117,400 PAY RANGE FOR THE GS 09- $74,642 TO $97,034 PAY RANGE FOR THE GS 07- $61,023 TO $79,331 Responsibilities You will define processes for collection of digital content and objects, creation of metadata, managing access to digital repository resources and ensure storage platforms meet range needs. You will recommend policies and procedures necessary for the creation and management of digital rights and copyright control as well as providing on-going expertise in this area for the library and other organizations on campus. You will develop architecture, standards, policies and procedures necessary to implement an institutional digital repository. You will be required to provide expertise based on continuous efforts to stay abreast of developments impacting scholarly communications, academic institutional digital repositories and archives on local, national and international level. Requirements Conditions of Employment Qualifications GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing reference and instructional services at a federal library reference desk and in online/virtual arenas; 2) Utilizing web based and automated tools for cataloging and managing digital content and objects; 3) Assisting library staff in implementing technical solutions for digital repositories and archives; and 4) Interpreting controlled vocabularies, taxonomies and metadata standards to index and retrieve digital content. GS-09 Your resume must demonstrate at least one year of Specialized experience at the next lower grade level (GS-07). At the GS-09 level, the Librarian (Digital Services) is a developmental position. It is expected that the incumbent meets all requirements for qualification at the GS-09 level in the 1410 Librarian series. At this level the incumbent will understand the basic theories and functions required for performance in an academic library and will be able to demonstrate, through work experience, some of those skills or abilities. However, the incumbent may not meet the specific requirements or demonstrate work experience with the specialized skills that are unique to this position, which focuses on library content digitization in a U.S. federal government agency. The incumbent is expected to have enough basic knowledge and experience that he/she is able to develop and expand her/his skills and knowledge without daily supervision and guidance; however; a supervisor and/or mentor will need to provide structured opportunities for growth and development to the next developmental position -the GS-09 level. GS-07 Your resume must demonstrate at least one year of Specialized experience at the next lower grade level (GS-05). At the GS-07 level, this position represents basic beginning experience and working knowledge that would be acquired through completion of an accredited master's level program In librarianship or library science. It Is expected that at this trainee level, an Incumbent will understand the basic theories and functions required for performance as an academic librarian but will not be able to demonstrate, through work experience any of those skills or abilities. At this level, the Incumbent must demonstrate knowledge and/or awareness through course work or non-professional level work experience, the potential to learn and develop expertise necessary to perform at the next developmental level. It Is expected that a supervisor and/or mentor will need to provide daily and closely scrutinized guidance for this employee In order for them to successfully reach the more independent level of performance expected of workers at GS-09 level. Education Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Have completed 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. OR Have a total of at least 5 years of a combination of college-level education, training, and experience. My education, training, and experience established knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. _ For GS-11 Only: In lieu of meeting the minimum qualifications with specialized experience, applicants may qualify with the following education: Have completed 3 full years of progressively higher level graduate education in library science. OR Have completed a Ph.D. or equivalent doctoral degree related to the position. OR A combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent. For GS-09 Only: In lieu of meeting the minimum qualifications with specialized experience, applicants may qualify with the following education: 2 full years of progressively higher level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position. For GS-07 Only: In lieu of meeting the minimum qualifications with specialized experience, applicants may qualify with the following education: For GS-7: Applicants must meet the requirements specified in paragraphs A or B below. A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; OR B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
