Responsibilities You will procure supplies or services primarily through formal advertising, or through limited use of negotiation techniques. You will review requisitions to determine that proper specifications or purchase descriptions are included in solicitation documents. You will contact technical personnel to resolve questions of applicability of specifications, classifications of terms, or acceptance of substitute items. You will evaluate bids or proposals for compliance with specifications or purchase descriptions and applicable clauses, and consider financial responsibility of suppliers by evaluating contract performance on previous contracts. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge of Federal contract laws, regulations, procedures, and contract types to assist in determining the best contractual method for procurement; 2) Assisting in identifying procurement issues and their impact on local procedures; and 3) Utilizing contract administration principles to assist in the administration or negotiation of contracts. Education In lieu of the specialized experience listed above, applicants must meet the following positive education requirements: One full academic year of graduate education, law school OR Superior Academic Achievement (SAA) through the following method (only one). No more than 10% of academic credit can be based on pass/fail or similar non-traditional grading systems. - 2.95 GPA overall or higher or in last 2 years (= or less than 10% Pass/Fail) - 3.45 GPA or higher in major or in last 2 years in major (= or less than 10% Pass/Fail) - Upper 1/3 ranking in graduating class (You must submit proof with your application)National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision.
