Naval Air Systems Command HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT/CLASSIFICATION) in Naval Air Station Jacksonville, Florida

Summary You will serve as a Human Resources Specialist (Recruitment/Placement) in the Command Operations Department of the Human Capital Management Division of FLTREADCEN SOUTHEAST. Responsibilities You will review position information for submitted recruitment action for accuracy You will advise on concerning appropriate action to take in response to personnel programs affecting work operations. You will perform job analysis to develop qualification requirements and applicant evaluation techniques, consistent with OPM qualification criteria and methodology. You will coordinate with multiple parties (e.g., multiple commands, agencies, human resources offices) to resolve human resources issues Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.Utilizing a wide range of personnel management theories, concepts, principles, laws, rules and regulations related to staffing, compensation, position classification and general EEO principles to identify interrelated problems and apply the appropriate course of action; 2) Advising management with solutions involving highly complex human resources issues primarily in staffing and compensation in a timely matter 3) performing job analysis efforts to develop qualification requirements and applicant evaluation techniques consistent with OPM qualification criteria to determine the best qualified applicants; 4) drafting position descriptions and applying OPM classification standards consistent with sound classification practices; and 5) Develops, modifies, and conducts training in staffing policies and procedures for management officials, HR practitioners, and/or other stakeholders.
