Position Description
The Finance Manager is a full time Civil Service position that serves as the Controller for Metro Waste Services, overseeing financial operations, reports, policies, and procedures. This position, within the Business & Finance Division, will be responsible for all accounts receivable, capital accounts payable, and financial reporting.
Waste Services is responsible for weekly curbside waste and every other week curbside recycling collection for over 143,000 customers in the urban services district as well as collection of over 200 public litter baskets in the downtown Nashville corridor. The division also operates four convenience centers where residents of Davidson County can bring waste, recycling, bulk items, food waste, household hazardous waste, and other items for recycling or disposal and eight recycling drop-off locations available to residents who do not qualify for curbside recycling collection.
Waste Services currently employs 114 staff members working in collection, administration, customer service, education, landfill engineering, development review, and zero waste.
Typical Duties
Manages, monitors, and directs the day-to-day activities of the Accounts Receivable, Payroll and Capital Accounts Payable teams.
Supervises and leads any applicable employees under their report providing coaching, mentoring and feedback.
Monitors and maintains system of internal controls and compliance with all financial policies.
Prepares and administers department budget.
Prepares various types of budget projections.
Researches and resolves finance questions and/or problems.
Maintains budgetary control and cost accounting records.
Manages and participates in preparation of the annual financial audit.
Reviews and approves invoices for final payment, purchase requisitions for accuracy, and funding sources.
Provides financial analysis related to revenue projections, budget performance, and cash flow.
Develops and prepares statistical and financial reports as needed.
Utilizes Enterprise Resource Planning Software (Oracle R12), Project Management Information System (Oracle Primavera Unifer), and other database systems.
Leads and assists in special projects such as internal audits, performance reviews, and rates studies.
Informs and advises management on finance issues/concerns.
Assists in developing long and short-term financial planning for the department.
Minimum Qualifications
EDUCATION AND EXPERIENCE
Bachelor’s degree in Accounting, Finance, Public Administration, or related field from an accredited college or university and five years of progressively responsible experience in budgeting, financial administration, and accounting, including three years’ experience as a supervisor.
