The Idaho Department of Lands (IDL) has one (1) opening for a Lands Resource Specialist – Public Trust position located at our Mica Supervisory Area office in Coeur d’ Alene Idaho, or at our Pend Oreille Lake Supervisory Area office in Sandpoint, Idaho.

Minimum filling rate is $23.03. The final salary rate is negotiable based on experience and qualifications.

The Lands Resource Specialist position is used for training purposes for the Lands Resource Specialist, Senior. Through various types of on-the-job training, the employee will learn to carry out the duties of a Lands Resource Specialist, Senior including learning state laws and department policies and procedures.

After successful completion of the Lands Resource Specialist training plan (this will take between six (6) months and five (5) years, depending on experience) the employee will advance to a Lands Resource Specialist, Senior. This advancement may include a pay increase.

Example of Duties

The primary duty of this position is to enforce and administer the Lake Protection Act for the Mica Supervisory Area Office in Coeur d’Alene.

The position will be responsible for:

· Issuing encroachment permits and assignments.

· Fulfilling Public Records Requests for copies of encroachment permits.

· Working with littoral property owners and marina owners to inform them of the rules and regulations for new encroachments and ensure compliance with permitted encroachments.

· Investigating reports of non-compliance and illegal activities related to the Lake Protection Act through site inspections.

· Issuing Notices of Non-Compliance and working with property owner to resolve issues.

· Working with other state, federal, and county agencies, and individual organizations to implement the Public Trust program.

· Assisting IDL staff in the issuance of Lands and Waterways permits and leases.

· Helping manage the Submerged Lands in northern Idaho.

· Maintaining applicable records.

· Assisting in the review and revision of relevant codes, rules, policies, and procedures pertaining to the Public Trust Program.

Minimum Qualifications:

Experience:

· Communicating effectively both verbally and in writing as appropriate for the needs of the audience through technical reports, business correspondence, and oral presentations.

· Using Geographic Information Systems (GIS) to produce maps and analyze spatial data.

Some Knowledge of:

· State and federal laws, rules, and regulations in relation to natural resource management activities.

· Methods used to evaluate projects and/or data, analyze alternatives, and make recommendations.

· Public land survey legal descriptions, aerial photos, and topographic and property ownership maps.

· Financial analysis methods used to consider the relative costs and benefits of potential actions or proposals to choose the most appropriate one.

Other:

· Possession of a valid driver's license.

Minimum Qualification Specialties:

Some knowledge of:

· Public trust land or other public resource regulation or management.

· Processes for issuing permits, leases and/or easements.

· Hydrology, fluvial geomorphology, and riparian soils and vegetation.

· Land use planning and zoning.

Desired Qualifications:

· Possession of a degree in Natural Resource Science, Geology, or Environmental Engineering.

· Experience and training with conflict resolution.

· Experience with permitting or lease administration.

· Experience with oral presentations or public speaking.

· A desire to build and maintain strong working relationships with internal and external customers to fulfill the Department’s mission, goals, and values.

Overtime/Vacation Accrual/FLSA

The Fair Labor Standards Act (FLSA) code for this position is Professional (P) Based on the FLSA code for this position, compensatory time will accrue at a rate of 1 hour for every 1 hour of overtime worked.
