Hours: Monday - Friday 9am - 5pm

Location: Mount Vernon

Rate of Pay: $22 per hour

OVERVIEW OF PRIMARY RESPONSIBILITES :

This position will work with participants in our various housing programs funded through Westchester, HUD, OMH, OASAS, and the City of Mt. Vernon for the collection of rent contributions. The Housing Procurement Specialist will work with participants who currently have rental arrears, are on formal payment plans , legal notices, and/or recovery of arrears from outside providers. The Specialist will work with a vast network of providers such as Social Services, Bridge Fund, Catholic Charities, Westchester Residential Opportunities, and Legal Services of the Hudson Valley. The Retention Specialist will work with both the participant and housing case manager on preparing all documents needed for service providers, Department Social Services, Legal Services of the Hudson Valley, and various funders. In the event of a housing discharge, the Specialist will work with TGCW’s attorney on evictions and/or eviction prevention.

Collecting rent payments from the Housing Office Manager, Finance, and the P.O. Box daily will be required; as well as entering the information into an excel spread sheet, My Evolve, (EHR), and Shared Network Folders. Preparing ledgers for the Housing and Finance Department in order to conduct reconciliations, compare, and contrast. Developing monthly rent payment reminders, rent notices, and statements for participants, legal, and housing staff. Developing and maintaining relationships with Social Service providers in order to streamline arrears collections. Work in tandem with Housing Case Management on preparing payment plans. The Housing Retention Specialist will collect rent from our P.O. Box, Office Manager, and Finance in order to enter into our data base and create reports. Traveling to the post office to mail certified letters. The retention specialist will work with participants on Public Assistance by completing Shelter Verifications for benefits attainment and sustainment. Attendance in Fair Hearings, Trainings, and all meetings related to housing.

PRIMARY FUNCTIONS :

  • Collect rents from the United States Post Office P.O. Box daily.

  • Collect rent from the Office Manager in Housing

  • Collect Representative Payee Data from Finance to enter into Electronic Health Record.

  • Enter rent payments into our Electronic Health Record.

  • Prepare and provide ledgers to the Property Management Director, and our Supported Housing Program.

  • Mailing monthly statements and ledgers to participants

  • Certified Letter Mailing

  • Scheduling and attending appointments associated with arrears collections, i.e. Department of Social Services, Legal Services of the Hudson Valley, Bridge Fund, Catholic Charities, Westchester Residential Opportunities, etc.

  • Working with participants and housing case managers on written payment plans.

  • Tracking payments associated with payment plans.

  • Working with the Department of Social Services on Rent Payment Retention, Recertification.

  • Updating rent payments with the Department of Social Services based on Family Composition.

  • Working with Housing Case Managers and Finance setting up Representative Payee Services

  • Attend Guidance Center of Westchester Fair Hearing’s

  • Maintain Fair Hearing Files

  • Attend Housing and Finance meetings.

  • Attend trainings as assigned.

  • Developing Reports through Excel for reconciliation purposes.

  • Scanning and Emailing of Documents

    ADDITIONAL FUNCTIONAL / ORGANIZATIONAL SUPPORT:

  • Supports the Property Management Director

  • Will work in tandem with Housing Case Management

  • Will work in tandem with Finance

  • Assignments may be determined at a future date

    QUALIFICATIONS AND ATTRIBUTES :

  • Proficiency in Microsoft Word, and Excel

  • Working knowledge of Benefits Retention through the Department of Social Services

  • Ability to work with an Electronic Health Record System

  • Strong organization skills with accurate attention to detail

  • Excellent communication skills and the ability to multi- task

  • Hands-on experience with network administration.

  • Able to adapt and work in a fast-paced environment

  • Sufficient skills to communicate effectively with system users regarding technical and business issues.

    EDUCATION AND EXPERIENCE :

  • Bachelor’s Degree in Finance or Related Field

  • Experience working with Housing Case Managers

  • Experience and a strong working knowledge with Microsoft Word, and Excel.

  • Experience in generating program and individual ledgers through Microsoft Excel

  • Experience in collections

  • Knowledge of organization structure in Non Profit setting

    PERCENT OF TRAVEL: 50%

  • Able to work in open space floor plan

  • Must be capable to move throughout work day and follow people served throughout community

  • Ability to travel in Westchester County. Range would be lower Westchester, Yonkers, Mount Vernon, travelling North as far as Somers.

  • Must be capable to move through work day and follow recourses throughout the community.
