Job Overview

The USCG IPT is seeking an Engineer Financial Project Manager to support the US Coast Guard IPT team and provide day-to-day financial, technical, and operational support to the Coast Guard Acquisition efforts. The ENG V will serve as a leader undertaking complex initiatives requiring specialized knowledge of Coast Guard processes. Occasional travel may be required.

ResponsibilitiesEssential Duties & Job Functions:
  • Interact with NIWC and CG leadership to assure strategic vision is met to ensure success of project goals and objectives.
  • Provide technical expertise in specialized areas of both IT and financial support.
  • Provide consulting on issues that arise in enterprise IT and data management.
  • Prioritize capability gaps relating to data, analytics, and Information Technology.
  • Develop Courses of Action (COAs) based on based on varying cost, complexity, and impact assessments.
  • Interact with NIWC and CG Leadership for the planning, development, implementation, and administration.
  • Prepare and give briefings and memos to Flag-level audiences and senior leadership.
  • Assist in defining project scope, objectives and deliverables, involving all relevant stakeholders while ensuring technical feasibility.
  • Define tasks and required resources. Ensure resource availability and allocation.
  • Develop detailed project plans to monitor and track progress and deliverables. Share project plans with stakeholders.
  • Manage changes to project scope, project schedule and project costs using appropriate verification techniques.
  • Measure project performance using appropriate tools and techniques. Report project progress as well as problems and solutions to stakeholders and escalate as needed.
  • Manage the relationship with all stakeholders. Establish and maintain relationships with third parties.
  • Perform risk management to minimize project risks.
  • Create and maintain comprehensive project documentation.
  • Meet with stakeholders to take detailed briefs and clarify requirements of projects.
  • Delegate project tasks as necessary. Track project performance to analyze successful completion of short and long-range goals.
  • Work with technical teams to generate ideas for technical projects.
  • Continuously improve the project management toolkits and methodologies used. Recommend strategies, policies, and procedures by evaluating organizational outcomes; identifying problems; evaluating trends; anticipating requirements.
  • Develop spreadsheets, diagrams and process maps to document needs. Evaluate and assess results of completed projects.
  • Other tasking as directed.

Job RequirementsMandatory:
  • Master's degree in business administration.
  • Recent experience with DHS, DoD, or other government agency with fifteen (15) years' experience in IT, Technical, and operations.
  • Ability to obtain and maintain a SECRET Security Clearance
  • U.S. Citizenship
