POSITION OVERVIEW
The Senior Advisor, Operational Risk Program Management , actively manages and supports compliance related activities pertaining to the different risk programs for the first line of defence. This person supports the director by managing the risk program in collaboration with the second line of defence, assessing and making recommendations to mitigate risks, support the first line of defence business owners to propose rectifications and/or improvements and oversee their deployments, thereby ensuring clear understanding of the needs of BDC’s various groups as well as their impact on loan activities. The incumbent also acts as a point of contact to Credit Risk Management, Operational Risk Management, Information Management, Information Technology Security, Continuous Account Monitoring, Internal Audit, Finance and CAMLO groups and works in close collaboration to achieve common goals.
CHALLENGES TO BE MET
As part of BDC’s loan activities, participate in the development, improvement and update of risk program management for the first line of defence.
Monitor Operational Risk events that fall under the Financing team’s responsibility, support the risk event owners with root cause analysis, and establishing an appropriate internal control structure to manage the operational risks in their specific area when required.
Monitor Continuous Account Monitoring reports, build a collaborative framework between the Product Leadership and Governance team and CAM to support the first line of defence with compliance and oversight of corrective actions on CAM findings and recommendations.
Support Business Units in internal Audit exercises and ensure compliance and oversight of corrective actions for Internal Audit observations that have been identified.
Assure and guide management in the implementation of controls requirements resulting from operational risk issues, CAM findings, Compliance recommendations and Internal Audit observations.
Risk & control Self-Assessment Program (RCSA)
Participation in all RCSA sessions including residual risk assessments
Support the risk and control identification to ensure appropriateness as completeness
Managing the status of action plans and following up on implementation targets
Support the execution of process RCSAs as appropriate
Evaluate the impact on operations of changes in Directives, Business Rules and procedures, by participating in the consultation for the changes and gathering feedback, questions and comments from the first line of defence.
Monitor compliance with organizational policies and standards and report to management.
Recommend effective controls to management and drive their implementation.
Identify monitoring gaps, requirements for data analysis and work with different teams in addressing these gaps and lead the development of monitoring capabilities in the Product leadership and Governance team for Risk programs.
Validate the design and effectiveness of processes and controls and reporting on progress
Lead projects or initiatives to improve effectiveness of processes and controls while also improving employee and client experience
Develop and implement new governance processes and documentation to mature the first line of defence in its governance framework of Risk Programs.
Establish and maintain effective work relationships with business centres and Head Office
WHAT WE ARE LOOKING FOR
University degree in accounting, finance, business administration, or any other relevant field
Minimum of ten years of professional experience
Five years’ experience in banking industry, internal auditing, business processes review, risk management, accounting and/or financial services
Business Development, Underwriting, Credit Risk experiences an asset
Understanding of financial products and related procedures
Understanding of Risk programs and the Three Lines of Defence model
Strong understanding of what is required for the successful development and implementation of compliance and risk procedures and initiatives.
Strong understanding of Know your client regulatory requirements
Strong analytical skills and attention to detail
Good knowledge of financial market dynamics and the portfolio management environment
Ability to organize and collate information for analysis and
Strong ability to work under pressure and meet tight deadlines
Ability to grasp new concepts quickly and to manage ambiguous situations and quickly understand new concepts
Excellent problem-solving skills and presentation skills
Knowledge of SQL, PowerBI, Excel an asset
Good oral and written communication skills in both official languages (French & English)
Ability to establish relationships and work effectively with both business centre employees and various BDC departments
