National Institutes of Health Supervisory IT Specialist in Montgomery County, Maryland

Summary If you have experience providing strategic leadership in all aspects of IT, devising strategic IT plans, ensuring compliance with all applicable regulations, and ensuring that IT is utilized effectively, then consider joining the National Heart, Lung, and Blood Institute (NHLBI). This position serves as the Director of the Information Technology Applications Center (ITAC) and the Institute's Chief Information Officer (CIO), NHLBI. Responsibilities As a Supervisory IT Specialist, you will: Serve as the Director for the Information Technology Applications Center (ITAC) and the Institute's Chief Information Officer (CIO). Define and execute IT management methodologies encompassing strategic planning, complex organizational structures, technical project management, and business process modeling and re-engineering. Provide leadership in planning, monitoring and enforcing information and systems security, in addition to engineering and overseeing the day-to-day operation of NHLBI information technology and data infrastructures including software, servers, storage, networks, databases, websites, and computing and mobile devices. Guide and support the NHLBI administrative and scientific staff in the development and effective use of IT applications and services; collaborate with other Divisions, Offices, and Centers to identify IT needs and evaluate and implement IT solutions to meet those needs; and study, evaluate, and test new technologies, hardware, software, and information systems. With the Scientific Information Officer, serve as an advisor to the NHLBI Scientific Director in the application of IT to the scientific mission of the Division of Intramural Research across basic and clinical research laboratories. Collaborate with the NHLBI Data Science Strategist, Data Science Architect and other key program staff in planning and executing the Institute's data focused extramural programs such as TransOmics for Precision Medicine (TOPMed). Serve as chair of the NHLBI IT Advisory Council, which provides advice and counsel to the Director ITAC/CIO and Institute Director on IT issues. Serve as first line supervisor to the ITAC Branch Chiefs which include the Associate Director for Operations Management; Chief, Business Solutions Delivery; Chief, Information Technology Security Section; Chief, Scientific Solutions Delivery Branch. Second line oversight of over 30 federal employees and 270 contractors. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations, AND Your resume demonstrates that you have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: managing IT programs and functions for an organization; developing plans, policies, and procedures for the provision of IT programs and services; coordinating IT programs and services with management officials and customers; and providing supervision or direction to other staff in managing IT programs and services.
