The State Highway Administration’s (SHA) District 3 is currently recruiting for aDOT Procurement Officer Trainee located in Montgomery County. This is an interview and hire position that is open to anyone who meets the minimum qualifications listed below.

This announcement may also be used for future vacancies throughout the state of Maryland for SHA.

If you indicated veteran status on your application, you must submit your DD-214 along with the completed DTS-1 (application).

Nature of Work: The main purpose of this position is to develop the skills to handle all small procurement (less than $50,000) for the office needs of District 3- including but not limited to, soliciting, evaluation, awarding and administering supply and service contracts according to COMAR Title 21 – Subtitle 05 – Chapter 07 – Small Procurement Regulations. SHA procurement regulations require adequate separation of duties to be established between the purchasing and receiving functions. This position will function at the entry level of work in procurement within District 3.

Qualifications

Education: Possession of a bachelor's degree from an accredited college or university.

Experience: None.

Notes:

  1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.

  2. Candidates may substitute administrative or professional work experience on a year-for-year basis for up to four years of the required education.

  3. Candidates may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management/National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Procurement Officials) for the required education.

  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required education.

Licenses & Certifications

Candidate must possess a motor vehicle operator’s license valid in the state of Maryland.

Candidate must pass SHA Level I Small Procurement Training Certification within 6 months.
