Responsibilities In this position you will be responsible for: Developing Fiscal Year (FY) budget polices and guidelines for use by NIH components, including development of agency-level instructions for budget preparation for appropriated accounts; Serving as the NIH focal point for the interpretation, preparation, dissemination, and implementation of U.S. Department of Health and Human Services (HHS) and U.S. Office of Management and Budget (0MB) financial policies and procedures which apply to NIH budget formulation and execution; Serving as budget advisor to Institutes and Centers (IC) or other NIH organizations, on the preparation, receipt, and review of budgetary data required for formulation and presentation of the budget; Coordinating IC budget requirements and consolidating text, numeric and graphical information from IC submissions to construct NIH budget presentation documents that are consistent with the NIH Director's policy direction as well as Departmental and Presidential priorities; Providing official NIH budget liaison with HHS Office of the Secretary (OS), 0MB, and the Congress including coordination of responses to Congressional inquiries, Congressional appropriations reports and report language - as well as analyzing relevant legislation and subsequent Congressional actions with regard to budgetary implications and workforce levels, i.e. Full-Time Equivalent (FTE) positions; Conducting liaison functions between the NIH components and HHS-OS and 0MB on consolidated NIH budget estimates and materials on special programs. Requirements Conditions of Employment Qualifications You qualify at the GS-11 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing routine administrative duties spanning across all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: 1. Performing administrative duties across all phases (e.g., formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Assisting with cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries). AND 3. Monitoring organizational budget in a financial management system to report overspending/unauthorized release of funds to organizational leadership; OR Completion of a Ph.D. or equivalent degree in an accredited or pre-accredited college or university or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. Education must be related to the position to be qualifying; OR A combination of education and specialized experience that meets the qualification requirements for this position. You qualify at the GS-12 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-011 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: routine administrative duties spanning across all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: 1. Independently performing all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Projecting/revising cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries). 3. Providing expert advice and technical assistance with cost analysis, fiscal allocation, and budget preparation/adjustments to management. AND 4. Monitoring organizational budget in a financial management system to prevent overspending and report unauthorized release of funds. You qualify at the GS-13 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-012 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing routine administrative duties spanning across all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: 1. Leading all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Projecting/revising cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries). 3. Providing expert advice and technical assistance with cost analysis, fiscal allocation, and budget preparation/adjustments to management. AND 4. Creating/implementing financial management system procedures to prevent overspending and unauthorized release of funds.
