Job Description
As part of this team, you will accelerate several architectural efforts - achieve orders of magnitude data processing latency improvement, creating comprehensive patient health records that can scale to entire populations of nations, creating a health data lake at massive scale to enable a host of intelligent health services. Healthcare applications are mission critical requiring advancement to highest levels of availability and disaster recovery capabilities. As we partner with Oracle Cloud engineering teams, you will participate in advancement and early adoption of cutting edge OCI Big Data, data lake and data warehouse services and products. The Health Data platform will have global reach, requiring engineering advancements to support varying data laws and regulations, data formats and content.

About the Job
A Program Manager plays a critical role in aligning priorities from various service teams, collaborating with cross-functional stakeholders, and driving end-to-end execution of complex projects. You will be expected to participate and/or lead the following activities:
Project Integration – You will develop, lead, and deliver on multiple projects simultaneously against ambitious schedules.
Scope Management – As a Program Manager, you will take large, complex projects and break them down into manageable pieces. You will drive issues, track tasks, and evaluate priorities daily.
Quality – You will identify process gaps and drive closure to improve current processes and coordinate organizational procedures for optimized efficiency and productivity.
Communication – As a Program Manager, you will develop and own plans to communicate program status, issues and risks effectively and proactively from design to launch to stakeholders and senior and executive management.
Risk Management – You will handle cross functional dependencies, risks, and changes effectively by optimizing scope, schedule, and resources accordingly. You will anticipate and identify risk and work with other stakeholders to brainstorm, select and execute mitigation options.
Collaboration – You will collaborate with management and department leaders, performing an array of business operations functions from handling project results, generating communications and presentations, and planning and coordinating meetings while driving cross-team and cross-functional activities.

Responsibilities
Necessary qualifications.
The ideal candidate is an exceptionally strong verbal and written communicator, have a well-rounded technical background and have a history of leading large-scale projects end-to-end. They must have a very strong understanding of various cloud technologies and the difficulties associated with developing large-scale software on public clouds. They must be able to challenge engineering and product teams to deliver effectively and ensure that mechanisms are in place so that their project is delivered in a timely manner with great quality.
Strong background in Technical Program Management. Demonstrated experience with the delivery of large-scale, complex projects as a TPM.
3 or more years of experience as a Technical Program Manager responsible for delivery of large-scale software applications in public clouds.
5 or more years of experience in a role directly involved in delivering large-scale software applications on public clouds (including the 3 years mentioned in the previous requirement).
10 or more years of experience in the Software Industry in a software development or development-adjacent role such as SRE or QA Engineering, Engineering Management, Program Management (including the 5 years mentioned in the previous requirement).
BS in Computer Science or equivalent.
Experience with engineering portfolio planning and tracking processes and cadences.
Proven track record to operate effectively and autonomously across multiple teams in situations of considerable ambiguity, with only high-level direction.
Demonstrated experience with critical thinking and thought leadership.
Demonstrated ability to solve problems with technical and organizational aspects, think strategically and take ownership.
Demonstrated ability to analyze project dependencies, relationships, drivers, and impacts across multiple project schedules, make recommendations and suggest corrective actions.
Ability to communicate highly technical problems and solutions at all levels from engineer to partner teams.
Possess the aptitude to be a good team player and the willingness to learn.

US: Hiring Range in USD from: $97,500 to $199,500 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle’s differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
