ICF is growing and we are currently hiring a Technical Director for an anticipated United States Agency for International Development (USAID) Liberia Local Health Systems Solutions (LHESS) project. . The purpose of the LHESS Activity is to support the Liberian Ministry of Health (MoH) in strengthening critical components of the health system to improve access and affordability to services, to increase and improve patient outcomes at all levels. The position will be based in Monrovia, Liberia but will involve frequent in country travel.

Job Description:

The Technical Director will serve as the project’s technical leader, responsible for providing the technical vision and ensuring quality implementation of the project. The Technical Director will serve as the lead technical resource on health system strengthening, decentralization, quality assurance, health financing, localization and more. The Technical Director will also assist the Project Director in overall planning and management of the project.

Responsibilities:

  • Provide technical direction and oversight to ensure a shared vision for project activities and outcomes, address implementation challenges, and encourage the sharing of best practices and project successes.

  • Support the success of local partners and institutions, including fostering an environment of multidirectional learning and capacity strengthening.

  • Translate USAID policies and strategies and WHO guidelines into efficient and effective technical strategies that sustainably improve health services in Liberia.

  • Offer ongoing technical direction and adaptive management support to ensure that LHESS delivers robust results across the project results framework.

  • Oversee a broad number of technical staff in health systems strengthening, health financing, quality improvement and quality assurance, decentralization efforts, and more towards the high-level objectives of LHESS.

  • Ensure timely submission of high-quality plans, reports, and other deliverables.

  • Serve as a critical member of the project leadership team, mentoring individuals and collaborating closely with other management staff.

Qualifications:

  • Advanced degree in public health, health systems, international development, or related degree

  • 8+ years of experience leading health research, monitoring, evaluation, learning, and translation activities

  • Proven track record in technical leadership of programs with similar technical scope and complexity.

  • 5+ years of experience working with government officials, researchers, partners, and local stakeholders, contributing to the design and implementation of monitoring, evaluation, and research.

Preferred/Desired Qualifications:

  • 15+ years of experience addressing health system challenges in Liberia.

  • Doctoral (PhD, medical, DrPH, etc.) degree in public health, health systems, international development, or related degree

  • Knowledge of global guidance and technical literature as aligned with LHESS project scope.

  • Experience with USAID monitoring, evaluation, and learning and reporting requirements.

  • Strong commitment to advancing locally-owned and locally-led health system solutions.

  • Experience working with national and subnational-level government officials and health providers, and other relevant stakeholders.

  • Advanced communication, writing, and interpersonal skills, including the ability to work successfully in teams and with people of diverse cultural backgrounds.
