L3Harris Manager, Operations Management in Mirabel, Canada

About your next Challenge as a Manager, Operations Management :

Under the supervision of the Senior Operations Manager, Component Repair and Manufacturing, the Operations Support Manager must be able to lead experienced professionals, lower level supervisors or associate managers, including coordinators and specialists from the Proposal, Planning, Methods, Bill of Materials and Training & Authorization teams.

The Operations Support Manager, along with their team, will be responsible for assessing logistical requirements before new projects go into production.

They will also be responsible for supporting business proposals and leading the Operations team responsible for proposals and estimates.

What will you do:

  • Provide strategic performance oversight for the teams you lead;

  • Lead and facilitate to meet operational delivery schedules;

  • Develop, implement and lead training plans;

  • Provide guidance on requests for estimates and proposals, statements of work, negotiations and adherence to policies and procedures;

  • Working closely with the Authorization group (PRAAs), implement processes and procedures to provide training for the purpose of granting technical authorizations for all L3 MAS personnel, as required, by our current and future accreditations;

  • Participate in the elaboration of strategic orientations for training and skills development in line with the organization's business objectives;

  • Design approaches and tools for training and measuring training effectiveness;

  • Collaborate with Operations peers to standardize and refine planning and Methods group processes;

  • With their team, implement and maintain performance indicators to ensure smooth operations;

  • Prepare semi-annual and year-end performance appraisals, write reports to this effect and organize career development discussions;

  • Define and develop with their team the concepts of operations for the various lines of changes to be implemented in operations;

  • Represent the Operations Support groups at various meetings with the Programs team, as well as with different customers, to provide operational solutions and their degree of feasibility;

  • Review, analyze and evaluate modification concepts and ensure the feasibility of future modification lines;

  • In collaboration with the Master Planner, the Training team and the Operations team, establish manpower, hiring and training plans for future and current projects;

  • Identify and assess issues, constraints and risks that could lead to delays in bringing upcoming projects into production;

  • Establish go-live plans with the Operations teams;

  • Analyze and communicate the impact of constraints (planning, parts, engineering) to minimize the impact on deliveries in collaboration with the Programs team,

  • Establish and maintain professional and courteous relations with the Programs group, the customer (Department of National Defence) and various L3Harris representatives;

  • Communicate and collaborate within and outside own function, including the Engineering, Programs, and Operations Support groups and external customers;

  • Make significant improvements to processes, systems, solutions or products to enhance business line performance. May be required to develop new concepts or standards;

  • Plan and establish team objectives with a direct impact on the department's operational results, drawing on knowledge and experience in project, process and people management;

  • Manage special projects and continuous improvement projects within their teams;

  • Provide overall strategy and technical solutions as required for projects and operational challenges;

  • With their Planning team, advise operations management on priority setting (manpower, deliveries, problems, etc.);

  • Replace supervisors, assistant managers and his senior manager or as needed;

  • With their team, determine the various operational and support activities required for each estimate and business proposal;

  • Lead and coordinate proposal and estimation activities as well as information gathering with stakeholders from various departments of the organization;

  • Establish, document and communicate processes and operating procedures that will support requests for estimates and proposals;

  • Implement standard estimating tools that will improve the efficiency of the proposal process;

  • Organize and lead proposal meetings with teams and managers;

  • Suggest innovative solutions based on organizational development strategies and industry trends; and

  • Provide/gather input from the relevant technical manager in the development of ConOps (Concept of Operations).

    Required Skills and Experiences:

  • Bachelor's degree in industrial engineering, operations management or related field combined with a minimum of nine (9) years of relevant experience or;

  • Graduate degree in operations management or related field combined with a minimum of seven (7) years of relevant experience or;

  • Thirteen (13) years of relevant experience;

  • In-depth knowledge of Microsoft Office and the Windows environment;

  • Functional and operational experience in planning and methods;

  • Solid experience in training program design and skills management;

  • Knowledge of various problem-solving methods (e.g. 8D);

  • Knowledge and experience in continuous improvement (concepts, methodology);

  • Knowledge and experience in project and personnel management;

  • Knowledge of environmental, occupational health and safety laws and policies;

  • Adaptability, interpersonal skills, strong customer service skills;

  • Experience in quality control or relevant experience in this field (an asset);

  • Bilingualism required (French and English); good oral and written communication skills in both languages;

  • Ability to plan, organize and prioritize work;

  • Thorough knowledge of airworthiness laws and policies, and of the L3Harris Quality System;

  • Excellent teamwork skills;

  • Excellent teamwork, collaboration, communication and interpersonal skills; and

  • Knowledge of SAP.

    Eligibility Criteria (Mandatory):

  • Must be eligible for registration with the Controlled Goods Program;

  • Must be eligible to obtain and maintain a government of Canada Reliability status and Secret Level 2/NATO SECRET security clearance.

  • Must be eligible to meet the requirements for U.S. International Traffic in Arms Regulations (ITAR).

  • For on-site positions, our location not accessible by public transport, car/carpooling required.
