City Of Minneapolis-Human Resources Manager Business Analysis in Minneapolis, Minnesota

Position Description This position is part of the Implementation Unit that will be working on continuous improvement and advancement of practices including data gathering and analysis, training, policy and oversight in the Police Department. This position will oversee and participate in business and data analysis, and statistical analysis of department and enterprise issues related to business processes, equity, strategic planning and departmental projects. This position is only open for current MPD employees ANTICIPATED SALARY: Anticipated starting salary range: $92,882-$108,677/yearly, depending on qualifications. WORK LOCATION: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. Job Duties and Responsibilities * Manage and coordinate the work of the data analyst team, supervising staff and taking responsibility for the operations. * Provide day-to-day leadership and strategic planning for the data analysis unit, including identification of data analysis projects, training opportunities and best practices. * Oversee coordination of legal processes. * Perform data use, operational, and process analysis using knowledge and understanding of governmental financial and business processes to survey and analyze the department's business needs in order to make recommendations aimed at improving performance. * Develop measures that represent the work of the department. * Lead staff in the preparation of reports, research efforts, planning documents and presentations to elected officials, stakeholder groups and the public * Participate in development and ongoing maintenance of department business plan and connect operations and measures to the business plan. * Lead department response to Results Minneapolis * Act as primary resource for data analysis for division deputy directors in support of their operations * Represent department where assigned for enterprise data and operations initiatives * Act as project manager for department projects and initiatives, including but not limited to o Meeting facilitation o Identification of process improvement opportunities o Identify partnerships and stakeholders with appropriate data connections * Support the division's preparation of the annual Department Budget. WORKING CONDITIONS: Office Setting Required Qualifications MINIMUM QUALIFICATIONS: Bachelor's Degree in Political Science, Public Administration, Statistics, or a similar field or Equivalent MINIMUM EXPERIENCE: Three years of experience which includes work in performance management, data analysis, or statistics evaluation EQUIVALENCY STATEMENT An equivalent combination of education and experience closely related to the duties of the position MAY be considered. LICENSES/CERTIFICATIONS: N/A SELECTION PROCESS The selection process will consist of a rating of relevant education and experience (100%). ELIGIBLE LIST STATEMENT The names of applicants who meet minimum qualifications and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established. Knowledge, Skills and Abilities * Previous supervisory experience and/or significant coursework in supervisory skills development are desirable for this job * Good knowledge of computer software functionality in data analysis. * Knowledge of how to link business processes to automated and computerized functionality. * Considerable knowledge of business innovation and change management, strategic and business planning. * Ability to define and analyze business problems and develop and help implement business process alternatives. * Strong analytical skills and the ability to manage change efforts. * Excellent communication skills * Ability to present information verbally and in writing. * Ability to perform complex research and analysis, and plan, develop, coordinate and evaluate activities. * Ability to deal with multiple priorities, critically examine programs, problems and requests for service in light of the mission and priorities of the department and citywide goals, devise solutions, and make recommendations. * Ability to learn and apply technical knowledge. * Ability to gain knowledge of data query, extraction or reporting tools such as Cognos, Compass and Chameleon. * Demonstrated ability to acquire specific knowledge of current software and its functions, modules, processes, interfaces, systems options and parameters. * Demonstrated knowledge and ability to use spreadsheet or database tools, (e.g., Microsoft Excel and Access) at an intermediate level with capacity to advance to a higher level within the first year. * Strong analytical, problem solving, and troubleshooting skills. * Knowledge of training principles and techniques. * Excellent oral, written and interpersonal communication skills. * Good team and leadership skills.
