City Of Minneapolis-Human Resources Management Analyst in Minneapolis, Minnesota

Position Description The Policy and Research (PAR) division of the City Auditor's Office provides professional, nonpartisan research, analysis, and consulting services to the city council and its committees in support of the legislative process and policymaking functions. PAR is seeking a Management Analyst to support the policymaking and oversight functions of the City of Minneapolis' legislative branch. In this position you will consult with council members, council aides, and legislative/administrative staff, and external parties throughout stages of the policy process to develop preliminary assessments, policy briefings, or formal reports on topics as requested by the City Council. Additionally, PAR staff are assigned as a resource for each established committee and participate in the agenda setting process and, as appropriate, meetings of each body. PAR staff may provide specific support services to individual council offices, policy working groups or task forces, and other efforts focused on the coordinated discussion or dissemination of information on a specific policy area. This position requires the knowledge of and ability to work in a political environment while remaining objective and independent. The role also requires strong analytical, organizational, and communications skills; as well as the ability to work both independently and in a team environment. Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. Job Duties and Responsibilities Manage and work collaboratively with multi-disciplinary project work teams drafting the project scope, scheduling meetings, facilitating discussions, and developing reports or presentations. Participate in and facilitate legislative research, policy, and programmatic analysis. Research and analyze a broad range of policies, procedures, and programs using a variety of analytical techniques to develop policy briefings and reports. Collaborate with council offices, City administration, and external groups to conduct comparative analyses that help to identify barriers or opportunities for policy revision, replacement, and framework design. Coordinate primary and secondary research efforts, including good practice studies, literature review, academic or professional reports, and survey work to provide support to legislative policymaking. Perform data collection from a wide range of sources and conduct analysis on data sets to identify trends or patterns. Required Qualifications Minimum Qualifications: Bachelor's degree in public policy, public administration, or a closely related field. Desired Qualifications Ability to relate to and work effectively with people from diverse cultural, economic, and ethnic backgrounds. Experience working in a political environment. Experience collaborating productively and equitably within a complex organization. Excellent relationship building skills. Minimum Experience: Five years experience in the public sector performing management duties. Licenses/Certifications: N/A Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Selection Process:The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the ligible list. Knowledge, Skills and Abilities Knowledge of project planning, including research methods, communication methods, and timeline assessment. Knowledge of City, State, and Federal policies and regulations governing the operations of City departments and their funding sources. Knowledge of performance and effectiveness measures. Strong understanding of the organization and operations of public sector entities. Strong written and verbal presentations skills, including large public audiences. Ability to understand policy implications of issues and provide a range of evidence-based options. Ability to adjust quickly to changing circumstances. Strong relationship building and interpersonal communication skills Ability to collaborate effectively with peers and other City colleagues. Ability to coordinate multiple projects at the same time and organize work to meet deadlines and conflicting priorities.
