City Of Minneapolis-Human Resources Finance Manager in Minneapolis, Minnesota

Position Description This position will manage a team that provides accounting, budget and financial planning services to customer departments, serve as a liaison between Finance and assigned customer departments, provide leadership and contribute your expertise to the City's accounting practices and policies. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities Work closely with assigned departments and funds to manage financial activity including financial reporting and analysis Work with staff to ensure proper accounting treatment for all transactions impacting the departments Ensure City policies and procedures are followed Review financial reports and reporting structure and suggest changes as needed Work with assigned staff and departments to oversee the development of cost allocation models to share costs of internal service funds Work with departments during the development of the annual budget process Prepare or review accurate and timely required reports to external and internal stakeholders including financial statements and other reports on a quarterly and annual basis Provide oversight and support of staff during the annual audit process including assisting with analysis, researching financial information, and providing direction on accounting principles Assist in the development of financial internal controls. Manage the work of subordinates and review work assignments, develop job descriptions and performance expectations, conduct performance reviews and recommend discipline when necessary. WORKING CONDITIONS: Office setting Required Qualifications Minimum Qualifications Bachelor's Degree Accounting, Finance, and Business Administration, a closely related field or equivalent Minimum Experience Five years of progressively responsible government accounting, budgeting, financial planning, auditing, design and policy recommendation experience in a major governmental organization Equivalency An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. Union Representation This position is non-represented. Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established e igible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities CPA designation or Master's Degree desirable. Excellent knowledge of governmental and cost accounting and budgeting procedures. Thorough knowledge of modern principles of finance administration. Considerable knowledge of administrative and management techniques. Considerable knowledge of the various City departments' functions, policies, practices and procedures. Sufficient computer skills necessary for the use of the City's PeopleSoft Financial System (COMET) and to use Microsoft Office applications. Good knowledge of the City's finances and revenue sources (both existing and potential); and of budgeting and accounting principles and practices and, of the principles and techniques of financial analysis, including cost benefit analysis and forecasting. Excellent oral and written communication skills. Excellent leadership, analytical, creative and problem-solving skills. Skill and attitude to motivate and help others embrace and adapt to change.
