City Of Minneapolis-Human Resources Debt Manager, Non-Supervisory in Minneapolis, Minnesota

Position Description This position will be responsible for issuing and managing the City's indebtedness. The position leads the annual bond issuance process, acting as the main point of contact, establishing timelines, and managing communication with other City departments, municipal advisors, and other external organizations. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities Act as point of contact for issuance of new debt and management of existing debt. Coordinate with municipal advisor and bond counsel to manage the issuance of new debt, including managing timeline, analytics, structuring, document preparation, market and interest rate analysis, rating agency presentations, sale coordination, and closing. Maintain debt database, debt management software, and manage the City's investor relations platform. Work with City departments to understand capital financing needs, forecast capital project cash flows, and maintain bonding authorization amounts. Prepare and manage cash flow models to monitor spending of bond proceeds and forecast future capital funding needs. Coordinate post-issuance compliance activities, arbitrage compliance and monitoring, and continuing disclosure requirements. Prepare documents and materials and manage timelines for required action by the City Council or Board of Estimates and Taxation (BET). Manage recurring processes and procedures of debt management. Prepare bond redemption tax levy statements for budget. Produce routine and ad hoc reporting and analytics of City indebtedness and municipal bond market. Collaborate with Senior Debt Analyst on debt service expectations, payment processing, and verifying funding sources. Coordinate with the Senior Investment Analyst on investing of bond proceeds Manage required vendor contracts, exercise amendments and extensions, and initiate RFP processes as required. WORKING CONDITIONS: Regular Indoor Office Setting. Required Qualifications Minimum Qualifications Bachelor's Degree in Finance, Accounting, Economics, Math, Business or Capital Markets Minimum Experience Five to seven years of experience in debt capital markets, bond underwriting, or municipal advisory. Bond underwriting, municipal advisory, fixed income trading, governmental finance/accounting Equivalency An equivalent combination of education and highly related experience in a similar environment may be considered. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. Drug and Alcohol Testing All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to un ergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. Union Representation This position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association (MPEA). This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one months after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
