Minnesota Visiting Nurse Agency Contract Specialist in Minneapolis, Minnesota

SUMMARY

Hennepin Healthcare has a current opening for a Contract Specialist in our Supply Chain Management department. Provides collaborative support to the contract management and purchasing teams to achieve the Supply Chain Management (SCM) goals and objectives or the organization. The Contracting Specialist (CS) takes the lead in developing and leading cross-functional project teams to negotiate professional services, construction, and capital funded contracts to ensure compliance with HCMC policies, The Joint Commission requirements, Federal, State, and Local law. This position also provides key expense reduction identification, pricing and data analysis. These activities shall include the development of new sources of supply, managing the performance of existing suppliers (quality, delivery, and price), and the infusion of best practices into the HCMC culture. The position works with Vendors and Stakeholders to ensuring Vendor Compliance with The Joint Commission, Federal, State and County Contract Requirements.

Additionally, this position assists in the architecture enhancement of a comprehensive contracting program designed to provide sources of products at the necessary quality at the lowest possible total cost. As a key position in contract administration, this role includes contract opportunity identification/analysis, contract development, bidding, negotiation, implementation, data base storage/retrieval and performance monitoring. The CS will be measured by his/her ability to effectively meet or exceed the quality, delivery, and pricing expectation of key internal partners.

RESPONSIBILITIES

  • Works collaboratively all key stakeholders, including Contracting and Purchasing on SCM cost savings initiatives
  • Effectively manage, facilitate, engage and negotiate with all involved parties; executive leadership, management, clinicians, medical staff leadership, suppliers, legal representatives, manufacturers distributors and service providers o Acts as the lead negotiator with suppliers to obtain the best possible cost and value for HCMC o Ensures contract requirements are understood and prioritized with all parties involved
  • Ensure mutual understanding of contract requirements between all parties involved; including the communication and education of management relative to the use and dissemination of contract data, particularly as it relates to confidential information and strategies for supplier discussions
  • Identifies non-labor cost savings opportunities by analyzing data with HCMC’s systems, GPO applications, and others o Provides analytical, sourcing, and contract management reviews for organization wide standardization and consolidation opportunities, capitalizing on operating leverage to ensure that economies of scale are utilized to reduce associated procurement and processing expenses
  • Provide timely contract assessment, utilization compliance and data analysis to senior management as well as departments that are, or should be using the appropriate contracts o Provide all necessary communications to senior management and stakeholders that are, or should be using appropriate contracts
  • Provide the necessary information and support to internal clinical and operational departments and functions to enhance supply expense management performance, Value Analysis, organization-wide committees, monitoring and communicating supply chain benchmarks, reporting of analytical data for monitoring contract activity and compliance o Participate in organizational committees and Supply Chain teams by reporting analytical data, benchmarks, and opportunities to enhance supply expense performance
  • Provides the SCM Management team expense reduction opportunities, and provide periodic updates on contracting activities
  • Develop and obtain required approvals and communicate appropriate policies and procedures related to contracting authority, contract development, negotiation, signatory authority, implementation, tracking and performance monitoring
  • Establishes and monitors key metrics for supplier performance
  • Develops supplier scorecards that will be used to measure supplier performance on agreements, spend, and user satisfaction
  • Perform additional related duties or activities as assigned

QUALIFICATIONS

Minimum Qualifications:

  • Bachelor’s Degree in business administration, finance, supply chain or a closely related field
  • Three years of progressively responsible Supply Chain Management, Strategic Sourcing, or Purchasing experience
  • Three years of project management related experience OR

  • An approved equivalent combination of training and experience including, but not limited to work experience commensurate with minimum education requirements, business experience, military of other government experience, knowledge in subject matters that would be covered by minimum education requirements, or experience in areas commensurate with or within the scope of the minimum work experience Preferred Qualifications:

  • Master’s degree

  • Five plus years of experience in Supply Chain Management, Strategic Sourcing, or Purchasing
  • Professional certification
  • Experience working in a hospital supply chain management department; particularly experience with surgical supplies and professional services
  • Knowledge of GPO relationships and processes
  • Knowledge of AIA agreements
