Amazon Senior Manager, Mexico, AWS Public Policy in Mexico City, Mexico

Work hard, have fun and make history with Amazon Web Services (AWS) Public Policy. The Senior Manager Public Policy Mexico will develop, lead and execute advocacy strategies and policy initiatives in support of AWS' public policy priorities in the country, including on issues such as privacy, cybersecurity, artificial intelligence (AI), tax, trade, energy and sustainability. The Senior Manager will work with experts across Amazon's public policy, business, and legal teams to analyze, manage and coordinate policy issues at the federal, state and local levels in Mexico. The Senior Manager will be responsible for supporting AWS’s infrastructure investments in Mexico. This role will also help to manage and contributeto AWS engagements with trade associations, think-tanks, advocacy groups, consultants and other relevant external stakeholders.

The Senior Manager will develop and execute strategic public affairs objectives for engagement on AWS business and policy priorities at all levels of government to support our growing business in Mexico. This position will lead government (all branches) outreach and establish relationships with national, state and local policymakers, public officials, and other relevant stakeholders across the region, including where we have existing operations and potential development, working closely with external stakeholders.

The Senior Manager will work across Amazon's public policy teams, our businesses, public relations, infrastructure, sustainability and legal teams, among others, to ensure alignment between business priorities and public policy goals. This role will report to the Senior Principal and Head of AWS Public Policy for Mexico.

This position will require some local and international travel.

Basic Qualifications

  • A Bachelor’s degree and an advanced degree are required, preferably in a relevant discipline (e.g., Law, Political Science, Economics, International Relations, Public Policy, Engineering, and a JD/LL.B or Master’s degree preferred).

  • 10 or more years of experience in government or corporate public policy, preferably in the ICT industry, in Mexico.

  • Fluency in English and Spanish, spoken and written, is also required.

Preferred Qualifications

  • Expert knowledge of the policy making process in Mexico and knowledge of the country, including the mechanics of legislative policymaking process and procedures, effective advocacy techniques, and collaboration with businesses, customers and trade groups.

  • Highly effective oral, written, and interpersonal communication skills, including demonstrated ability to effectively and comfortably interact at all corporate and political levels; create factual, relevant and easily understandable talking points and other messaging; and persuasively deliver messaging to relevant audiences.

  • Maintain highest personal levels of ethical conduct, confidentiality, and integrity, with strongest professional reputation in the industry.

  • Self-starter who can take general direction and produce specific results.

  • Ability to identify and understand key technical aspects pertaining to corporate operations in legislative and regulatory proposals understand business implications, and synthesize policy documents for internal and external customers.

  • Ability to think critically, process data from multiple sources, forecast potential scenarios, prioritize based on probability and desired outcome, and recommend a best course of action.

  • Ability to influence, negotiate with, and persuade others. Be flexible and demonstrate strong judgment/decision-making skills, and political acumen.

  • Ability to intelligently build a course of action, analyze trade-offs, and make recommendations even in ambiguous situations.

  • Strong skills in advocacy and using spoken and written rhetoric to persuade and inform.

  • Identify and respond to potential risks and opportunities related to public policy matters, and develop proactive strategies to mitigate risks and capitalize on opportunities.

  • Ability to develop thought leadership materials, such as position papers, briefings, and presentations, on relevant public policy topics.

  • Experience working within government, companies, consultancies, trade associations, or international organizations on public policy issues.

  • Ability to effectively communicate complex information to a wide variety of audiences.
